Mongolia coal rail plans delayed on financing issues
ULAN BATOR Feb 10 (Reuters) - Mongolia's ambitious plan to build a railway network capable of delivering its surging coal output to foreign markets is likely to be delayed as a result of financing difficulties and bureaucratic deadlocks, government officials said on Friday. Purevbaatar Luvsandavag, vice-chairman of the Mongolia Railway Authority, told Reuters on the sidelines of the Coal Mongolia conference in Ulan Bator that the government had not even raised the $50 million required to fund a series of feasibility studies and project designs drawn up last year.
"We still don't have permission from the government to announce an open tender to build the railways, and in general there is still a deadlock when it comes to funding and building infrastructure," he said.
He said the government had sought funding for the projects through overseas equity markets, instead of the railway authority's preferred option involving public-private partnerships with investors from Japan and South Korea.
J. Bat-Erdene, state secretary at Mongolia's transportation ministry told the conference on Thursday that the government was planning to list 49 percent of state-owned Mongolian Railway Corp on the domestic stock exchange to raise funds for construction. Mongolia is experiencing a mining boom that is expected to transform its tiny economy in the coming decade, but it has so far struggled to monetise its copious mineral reserves and needs to spend billions of dollars on developing a transportation network capable of reaching consumers.
The government is also wary of the geopolitical and economic risks of being overly dependent on its giant southern neighbour, China, even though it has a guaranteed market for copper and coking coal. Mongolia exported 22 million tonnes of coal in 2011, with virtually all of it delivered south to China at more than $25 per tonne lower than the international average.
It plans to build an extensive cross-country railway that would eventually connect its huge Tavan Tolgoi coal project in the south Gobi desert to the rail networks of Russia, giving it access to markets in Japan and South Korea, but critics have said the route is not economically feasible.
The government remains reluctant to give permission for Mongolian Mining Corp (MMC) to construct its own 267-km private railway into China, saying a pre-existing route into China would make it more difficult to attract financing for the route east into Russia. An MMC official told Reuters the company was "still waiting" for the project to be approved.
Construction on the two routes -- east into Russia and south into China -- is expected to begin at the same time, but Baasanjav Enkhbaatar of the World Bank's mining infrastructure investment support project told the conference that neither project was likely to begin before 2017.

China Shenhua to make alumina from coal ash-Xinhua
BEIJING Dec 18 (Reuters) - China Shenhua Group, the country's largest coal producer, has started building a $21.4 billion facility to produce alumina from coal ash, the state Xinhua news agency said on Sunday, citing a senior company executive.
The company plans to invest 135.8 billion yuan ($21.4 billion) in the project, near Jungar coal mine in Ordos city in northern China's Inner Mongolia, Xinhua quoted Ling Wen, deputy manager of Shenhua Group, as saying.
No details were given about how the company would turn coal ash, a waste byproduct of thermal power generation, into alumina.
The project included a 6,600-megawatt power plant, an alumina plant and a gallium plant, all of which will use materials recycled from coal burning, Xinhua said.
Ordos, which is home to one-sixth of the country's coal reserves, will be able to produce 3 billion tonnes of alumina, which is used to make aluminum, according to Xinhua.
Shenhua Group is parent of China Shenhua Energy Co Ltd . ($1=6.3484 yuan)

China Bohai Thermal coal prices hit all time high
It is reported that the latest Bohai-Rim Steam-Coal Price Index or BSPI indicates that the average price of thermal coal with calorific value of 5500 kilocalories per kilogram reached an all-time high of CNY 853 per tonne in the week ending October 26.
The price was up CNY 6 per tonne or 0.71%t from a week earlier and an increase of CNY 28 per tonne compared with September 7 when a rebound was seen after nine consecutive weeks’ fall.
At Qinhuangdao port, the price of 5500 kilocalories per kilogram and 5800 kilocalories per kilogram thermal coal was up CNY 5 per tonne to CNY 850 per tonne to CNY 860 per tonne and CNY 900 per tonne to CNY 910 per tonne respectively compared with the previous week while that of 4500 kilocalories per kilogram and 5000 kilocalories per kilogram thermal coal kept stable at CNY 650 per tonne to CNY 660 per tonne and CNY 745 per tonne to CNY 755 per tonne.
In China's main coal-producing regions, such as Shanxi and Inner Mongolia, coal prices have remained stable after previous weeks upswing. Coal prices in these two regions have perched high for several weeks on speculation that China may face another round of power shortage in the coming winter. And the tough coal transport capacity may be one of the main reasons to bolster up the price.

Inner Mongolia mine mouth coal price in H1 up by 14pct YoY
According to the website of China Ministry of Commerce, the average mine-mouth coal price in Inner Mongolia has soared by 14% to CNY 296.72 per tonne in the first half of this year compared with a year earlier.
In the beginning two months, Inner Mongolian coal prices were slightly pushed up by winter heating demand. The average mine-mouth steam coal settlement price in its main producing areas rose 0.82% over early January to CNY 297.07 per tonne.
Since March, coal demand started to shrink and prices stepped down. The lowest point in H1 appeared in April at CNY 291.87 per tonne.
May mark the commencement of a vigorous upswing. By June, the average mine-mouth steam coal settlement price registered CNY 304.93 per tonne.

Hebei likely to witness a small hike in coking coal prices
coking coal market in Hebei Province operates stably recently and is slated to increase at a later stage.
In late July, domestic steel market eyed an uptrend. MySpic on August 2 was seen at 177.4 up by 0.27% DoD, 0.7%WoW or 2.12%MoM. In line with the ongoing improvements of steel market, steel mills and coking plants are more willing to replenish coking coal stocks.
The government is planning to shut down 130 small coal mines in Hebei Province in the near term with 6.6 million tonnes of outdated capacity involved. Yet most of the crucial coking coal supply relies on local small mines. Thus the shutdown may affect the normal production of some small coking and steel companies.
The coking coal from Inner Mongolia to Hebei remains tight, leaving an impending upward price hike of CNY 10 per tonne to CNY 20 per tonne this month. Simultaneously, due to the consolidation of coal mines in Shanxi, raw coking coal supply limitation has sharply slowed down the supply of coal to Hebei. In addition, more small and medium coal washeries in Hebei, being subjected to thin profits have to curtail or stop production. The overall strain of coking coal supply thus makes imports a favorable option.

Xinjiang port upgrades facility to transport Mongolian coal
A six-kilometer path specially built for coal transport has been completed in northwest Takeshiken, the second largest port at the China-Mongolia border, as the import of coal from Mongolia picks up, local officials said Wednesday.
The project was first proposed by Mongolia in April over fears that increased truck hauling of coal might damage trade routes. Mongolia Energy Corporation Limited undertook the project and finished it at the end of July, officials said.
The Takeshiken port, located in the town of Takeshiken in Xinjiang Uygur autonomous region, imported 5,000 tons of raw coal from Mongolia in the first three months this year, official statistics show. Xinjiang, one of China's key energy and heavy industry bases, is estimated to be short of 1.6 million tons of charred coal for industrial use every year.
China has a huge demand for energy sources. The latest statistics available show that the demand for coal reached 3 billion tons in 2009. In 2010, 146 million tons of coal were imported, a 40.9-percent increase, according to the National Energy Bureau.
