Coal GoM to meet on March 1

Feb 23, 2012

New Delhi: Amid the country facing an acute coal shortage, a ministerial panel, headed by Finance Minister Pranab Mukherjee, will meet on March 1 to address the environmental issues that hurt the coal output.

"The Group of Ministers [GoM] meeting will take place on March 1. It will deliberate on the environment issues that is hampering production of coal," an official told PTI.

The development comes in the wake of widening demand-supply deficit of coal which is pegged at 137 million tonne this fiscal.

Coal Secretary Alok Perti has yesterday said that "fast-tracking clearances is the only answer," as 100 odd projects of Coal India (CIL) were pending at different stages for various clearances affecting production.

CIL, which accounts for 80% of the domestic production, has been pleading that it is not in a position to increase output for want of geen clearances. It has kept its output target for the current fiscal at 440 million tonne, just a marginal increase over 2010-11.

The official said that the issues will be deliberated in the proposed meeting of the 12-member panel which might meet once more sometime in early May.

The GoM was constituted by Prime Minister Manmohan Singh in February last year to iron out issues impeding dry fuel production. It had earlier decided to do away with contentious 'go' and 'no go' classification by the Environment Ministry.

Earlier this month, the Centre has asked all the states to send proposals without delay for clearances of coal blocks that were either rejected by the Environment Ministry due to their falling into no mining zone or have been pending for long.

Coal and Environment Ministries had locked horns over the issue after the latter had in 2009 classified 203 coal blocks under 'no go' area prohibiting mining there, impacting 660 million tonne coal production per annum.

NTPC and DVC to maximize coal production to help power plants

Tuesday, 21 Feb 2012

ET reported that the Indian government will prod state run firms such as NTPC and Damodar Valley to maximize production from their mines so that up to 150 million tonnes of additional coal could be produced annually.

The ministry official said interested PSUs with coal blocks may be asked to submit their revised mine plan documents for excess production of coal that can be sold to Coal India. Coal India may also be asked to assist other state run companies in appointing mine developers and operators for expediting coal block development.

The official said that “The PSUs have already been communicated about the proposal during recent review meetings. No formal or individual communications have, however, been sent so far. A few policy hurdles may obstruct the plan but the ministry feels it is better than depending on coal imports.”

The rise in production would facilitate setting up of power plants of 60,000 MW in the next three years.

Coal India production target likely at 464 MT for FY13

Sunday, Jan 22, 2012

The production target for world's largest coal producer Coal India (CIL) is likely to be fixed at 464 million tonnes (MT) for 2012-13.

"In the preliminary meeting held last week, the Planning Commission has set a production target of 464 million tonnes (MT) for CIL for 2012-13," a government official said.

However, the Planning Commission, in a meeting to be headed by Planning Commission Member (Energy) B K Chaturvedi, is likely to take the final decision on the production target by the month-end, the official said.

Representatives from different ministries, including coal, steel and power are likely to participate in the meeting, he said.

Last month, CIL had lowered its production target for the ongoing financial year to 440 MT from the estimate of 452 MT in its annual plan.

The company had cited various reasons like heavy rainfall, strike and delays in the grant of forestry and environmental clearances to coal projects for the downward revision in the production target.

Earlier, CIL had asked the government to scale down its production target for the 2011-12 to 448 MT, fearing it will not be able to make up for the slippage in output in the first half of the fiscal.

The public sector company had missed its April-September target by about 20 MT, recording an output of 176 MT against the target of 196 MT.

The PSU had also missed its revised production target last fiscal too, recording an output of just 431 MT.

CIL had a production target of 460.5 MT for 2010-11, which was revised down to 440.2 MT.

Colombian coal production is stalling after rains

Saturday, 10 Dec 2011

Rain in Colombia will stall coal production until early next month. Production in November, December and early January likely will be unchanged from last year, when flooding also hampered mining, National Federation of Coal Producers President Jaime Olivella said in a phone interview in Bogota.

Colombia, South America’s largest coal supplier, will produce 75 million tonnes to 80 million tonnes this year, according to Olivella. That figure is below a government forecast for 85 million tonnes of output.

CIL expect FY12 coal production at 448 million tonnes - Mr Jha

Wednesday, 16 Nov 2011 Source - ET Now

In an interview with ET Now, Mr NC Jha CMD of Coal India, talks about the company's performance.

ET Now - Walk us through your quarterly numbers and how things have panned for Coal India for the quarter gone by?

Mr NC Jha - The profit in the second quarter of this year has been about 2593 crore compared to 4143 crore in the first quarter. But compared to the same period previous year it has been about 74% increase. The same period previous year was 1494 crore, so there was an increase of 199 crore and 74% increase. If you consider the half yearly basis then it has increased by about 2717 crore which is 68% increase over the previous year.

ET Now - What about the major factors leading to the decline that we have seen in coal production for the second quarter, your off take of coal that as well has been very low?

Mr NC Jha - Yes, second quarter results have shown depressed coal production as well as offtake and this is largely because of excessive rainfall in the two months of August and September. This year we had much more rainfall compared to the previous year and this increase was from 150% to 300%. So, that had led to drowning of the mines and the off take and both production and off take had come down heavily. That also affected the future production because overburden removal could not take place of the same place. But now things are picking up and we had about 10 million tonnes less production, about 5 million tonne less off take but you can see the financial results have been quite bright.

ET Now - How have realisations move for Coal India for the quarter gone by and one word especially on your spot market trades?

Mr NC Jha - If you compare the realisation of second quarter vis-a-vis the same period previous year the realisation has increased by about 2046 crore which is 18% more. So, sales realisation has increased by 18%, income from other sources like interest etc. has increased by 42% and overall total income has increased by 23%.

Labour strife hits Anglo’s South African thermal coal output

By Martin Creamer, Miningweekly
20th October 2011

Johannesburg (miningweekly.com) – Industrial action and geological constraints hit diversified Anglo American’s South African thermal coal production in the third quarter (Q3) of this year.

Anglo’s non-Eskom Q3 2011 production was down 11% at 5 198 000 t compared with 5 813 000 t in the corresponding period of last year, although export was up 7% to 4 605 000 t over Q3 2010, and up 43% quarter-on-quarter.

Supply to the State-owned Eskom power utility was down 16% at 8 752 000 t, compared with 10 431 000 t in Q3 2010.

Thermal output was up 18% in Colombia and up 17% in Australia.

South African thermal coal export prices were higher than in Q3 2010.

London analyst Liberum Capital notes that rival Xstrata received a better price than Anglo for its Australian thermal coal – $111/t by Xstrata compared with Anglo’s $98/t – and that Anglo got a better price than Xstrata in South Africa – $115/t compared with Xstrata’s $105/t.

Anglo American Thermal Coal’s Zibula project, which is expected to reach commercial production in early 2012, partly offset South Africa’s lower performance.

South Africa’s production of metallurgical coal was also down 32% to 76 000 t, while Anglo’s Australian opencast metallurgical coal operations were 24% up.

However, longwall moves at Australia’s underground metallurgical coal operations saw Australia’s total metallurgical coal output fall 4% to four-million tons.

COPPER DOWN

Anglo American’s copper production decreased by 9% to 139 900 t owing mainly to lower grades at Collahuasi, Los Bronces and Mantos Blancos, and weather interruptions at Collahuasi.

This was partially offset by higher production at El Soldado, which benefited from higher ore grades following recent mine development.

The Los Bronces expansion project remains on schedule for first production in Q4 2011.

At Collahuasi, commissioning of the first phase of the expansion project is under way to increase sulphide processing capacity to 150 000 t/d, an annual average production lift of 19 000 t/y of copper over the estimated life of the mine.

Chile’s State-owned copper-mining company Codelco has put a financing facility in place for its option to take up 49% of Anglo American Sur, which includes Los Bronces, El Soldado and the Chagres smelter in Chile.

Liberum says that the market is waiting for confirmation of how much Anglo will receive from Codelco and says that anything less than the $6.75-billion will be a bad outcome for Anglo.

It forecasts that Anglo’s earnings per share will fall 7.3% in 2012 and 8.6% in 2013 on Codelco’s exercising of the option.

Anglo’s copper equivalent growth to 2015 will also fall from 46% to 40%.

Liberum rates Anglo’s Q3 report as marginally the weakest of the majors that have reported so far, which include BHP Billiton and Xstrata.

IRON-ORE

Iron-ore production increased by 3% to 12.2-million tons, owing to increased performance from Kumba’s Sishen mine in South Africa’s Northern Cape province, where the commissioning of Kolomela remains on track to produce up to five-million tons a year in 2012, and nine-million tons a year in 2013.

Export sales volumes from Sishen rose 11% to 9.2-million tons and South African domestic sales volumes decreased 29% to 1.5-million tons owing to reduced offtake from ArcelorMittal South Africa.

In Brazil, record monthly production of 419 000 t was achieved at Amapá in September and civil works at the beneficiation plant and pipeline at the Minas-Rio iron-ore project are progressing, with the first ore shipment due in the second half of 2013.

Xstrata’s thermal coal production up 13 percent in Q3

Tuesday, 18 October 2011

On October 18, Australian coal producer Xstrata announced its production results for the third quarter of 2011. Accordingly, Xstrata's total consolidated coal production in the given quarter rose by 1.7 million mt compared to the corresponding quarter of 2010 to 23.6 million mt, hitting a quarterly production record. The Australian company's thermal production in the third quarter this year, including semi-soft, was 13 percent or 1.6 million mt higher than the same period in 2010, mainly due to the successful commencement of operations at the Mangoola open-cut mine ahead of schedule in February 2011.

Xstrata posted a 26 percent increase in coking coal production in the third quarter of the year, primarily due to full production from the Tahmoor underground mine in New South Wales compared to the same period last year when industrial action significantly impacted production.

Meanwhile, Xstrata's total nickel production in the third quarter of 2011 increased to 26,738 mt, 15 percent higher than the same period last year. This increase was driven by the successful ramp-up of the Falcondo ferronickel complex in the Dominican Republic to exceed the planned annualized run-rate of 14,000 mt of nickel in ferronickel, 50 percentof its installed capacity. Falcondo contributed 3,708 mt in the third quarter, six percent above the planned run-rate and representing an annualized run-rate of close to 15,000 mt of nickel in ferronickel.

In response to weaker market conditions, scheduled maintenance programs at the furnaces during the high-electricity-tariff South African winter were extended, resulting in reduced operating capacity utilization of 52 percent. Consequently, ferrochrome production was 18 percent lower in the third quarter of 2011 compared to the same period in 2010.

According to the statement, Xstrata's base metal and coal operations remain on track to deliver a stronger second half performance compared to the first half of 2011.

Telangana: Coal production resumes, schools reopen

Indo Asian News Service,

Tuesday 18 October 2011

Hyderabad, Oct 18 (IANS) After over a month, coal production resumed in the state-run Singareni coal mines Tuesday while schools and colleges that were shut in support of a separate Telangana reopened in Andhra Pradesh.

Coal workers in 50 mines spread over four districts of Telangana returned to work after unions decided to 'temporarily' call off their strike around midnight Monday.

Telangana Joint Action Committee (JAC) convenor M. Kodandaram announced an end to the strike after talking to the management of the company on behalf of the unions.

The management agreed to treat the strike period as special leave, pay festival advance and promised to take back cases registered against the strikers.

The resumption of coal production in Singareni after 35 days has come as a huge relief to six states including Andhra Pradesh, Maharashtra and Karnataka which were reeling under electricity shortage.

Andhra Pradesh and other states had imposed electricity cuts on domestic, industrial and agricultural sectors as electricity generation at thermal power stations was badly affected by the strike.

Singareni officials said about 22,000 workers reported for duty against the workforce of 40,000 for the first shift.

As the information about withdrawal of strike has not reached many employees, officials expect normalcy to be restored only from Wednesday.

About 70,000 Singareni employees were on strike since Sep 13, paralyzing coal production.

With a section of workers in Khammam district later calling off the strike, production of 30,000 to 50,000 tonnes of coal was taking place. The normal daily coal production in the mines is 150,000 tonnes.

Singareni suffered a loss of Rs.600 crore due to the strike. It lost another Rs.120 crore towards payment of wages to the employees during the strike period.

Government and private educational institutions also reopened in Telangana after more than a month.

About 150,000 government teachers withdrew the strike after talks with Chief Minister N. Kiran Kumar Reddy Monday night.

The government agreed to all their demands except formation of Telangana state saying the issue does not come under its purview.

The development followed JAC's decision to exempt educational institutions from the strike.

Private schools, colleges, technical and professional education institutes also reopened across Telangana, comprising 10 districts including Hyderabad.

The managements of these institutions said they would run classes on Saturdays and other holidays to make up for the loss of school days during the strike.

The government had threatened to derecognise educational institutions which failed to reopen from Tuesday.

The development came as a big relief to parents. JAC was also under pressure to exempt educational institutions in view of concerns that students may lose the academic year.

The employees of the Andhra Pradesh State Road Transport Corp (APSRTC) withdrew their 28-day strike Saturday.

With this, only government employees in Telangana are continuing the strike. The government is hopeful of an early breakthrough in the talks with the employees' unions.

Coal ministry to pull up CIL for missing production targets in Q1

Wednesday, 12 Oct 2011

PTI reported that Coal India Limited has blamed its failure to keep to production targets in Q1 this fiscal on rains and delays in securing green clearances, but the Indian coal ministry is in no mood for excuses and has called a meeting this week on the issue, where it is likely to berate the Navratna PSU's top brass.

An official in the coal ministry said “Coal India will be pulled up for missing its output target in the production target review meeting to be held this week.”

The meeting, to be chaired by Indian coal minister Mr Sriprakash Jaiswal, will be attended by officials of the coal ministry, CIL CMD Mr NC Jha and the CMDs of all the subsidiaries of CIL.

CIL had blamed early rains and inclement weather in the eastern region for playing spoilsport in achieving its 98.7 million tonne coal production target for the first quarter. In addition, a plethora of problems like delays in the grant of green clearances for its projects hurt production by CIL, which missed the April-June target by 2.4 million tonnes.

Optimum Coal FY profit surges on higher output

Thu Aug 25, 2011

JOHANNESBURG (Reuters) - Optimum Coal, South Africa's sixth-largest coal producer, on Thursday reported a surge in full-year earnings, boosted by higher group production and said the outlook for the coal market remained robust.

Optimum reported diluted headline earnings per share of 201.42 cents, up from 25.08 cents the previous year. Headline EPS are the main profit gauge in South Africa and exclude certain one-time items.

"Notwithstanding various production challenges at Optimum Collieries during the year, production at Koornfontein Mines has exceeded our expectations," Chief Executive Mike Teke said in a statement.

Production of coal rose 26 percent to 13.6 million tonnes.

The company said domestic and international demand for thermal coal is expected to remain strong on the back of healthy demand from Asia and from South African power utility Eskom.

The miner said it expects Optimum Collieries to produce around 5.3-5.5 million tonnes of export coal and 5.5 million tonnes of Eskom coal in the current financial year, while Koornfontein Mines is expected to produce 1.7 million tonnes of export coal and 1 million tonnes of Eskom quality coal.

While transport remains a challenge for Optimum and other South African coal miners, logistics group Transnet is investing heavily to boost volumes on the coal line leading to the export terminal at Richards Bay.

South African coal miners exported 63 million tonnes of coal last year from the Richards Bay Coal Terminal, far below its expanded capacity of 91 million tonnes, largely due to bottlenecks on the rail line leading to the port.

Transnet has said it plans to expand capacity on the coal export line to 81 million tonnes by 2015, and is studying the possibility of freeing up some 14 million tonnes of capacity on the coal line in two to three years by moving non-coal cargo to a new line via Swaziland.

Optimum declared a special dividend of 30 cents per share.

Optimum shares are down 4.64 percent so far this year, compared with an 8.9 percent fall in Johannesburg's All-Share index.

Inner Mongolian 551 coal mines producing 790 million tonnes a year

Wednesday, 17 Aug 2011

It is reported that China northern Inner Mongolia Autonomous Region has grown into the largest raw coal producing province in the country by 2010 with 551 modernized large mines and an annual output of 790 million tonnes.

Possessing merely 27 small coal mines equivalent to 350,000 tonnes per annum back 60 years ago, Inner Mongolia has literally taken a giant leap to stand on the forefront of the coal industry development in China.

Inner Mongolia boasts a cumulative proven coal reserve of 732.3 billion tonnes, the greatest in China, among which 36 coalfields are verified with over 100 million tonnes of deposit. Since the 11th Five Year Plan period large scale regulation, optimization and upgrading has been launched in the autonomous region, raising its coal production contribution in the whole nation from 12% to 24.4% average single-pit capacity to 1.4 million tonnes resource recovery rate above 60%, mechanized production exceeding 90%.

The death rate per million tonne of raw coal goes down steadily to hold at around 0.05 now. Small mines below 300,000 tonnes have all withdrawn from the market. Hence, the coal industry has gone onto a fast lane of healthy development. In the meantime, Inner Mongolia has been sticking to the industry chain mode of coal coke-chemical, coal electricity chemical and coal electricity aluminum in the direction of cyclic economy and comprehensive resource utilization.

The large scale and highly technical coal conversion projects in operation or under construction have become or are to become the power engine of the new type coal industry development in the autonomous region. The booming coal sector has laid a solid foundation for the industry prosperity in Inner Mongolia forming heavy industries featuring metallurgy, chemical engineering, building material and electric power as well as promoting communications and transportation.

In the first five months this year, the coal sector in the entire region achieved a profit of CNY 31.93 billion up by 44.8%YoY. This accounts for 51.4% in the total profits of the industries above designated size in the region.

Coal production forecast to surge on rising prices- The Jakarta globe

Tuesday, 15 March 11

The Jakarta Globe reported that, Indonesia’s coal production is forecast to increase by 20 percent this year as coal prices continue to rise, according to the Indonesian Coal Mining Association.

Supriatna Suhala, executive director of the association, also known as the APBI, said the country’s coal production may reach 360 million tons this year, 6 percent more than the association’s original target of 340 million tons.

The country’s coal miners produced 300 million tons of coal last year, less than their original target of 320 million tons.

Unseasonably heavy rains generated by the La Nina climate phenomeon were widely blamed for disrupting all areas of mining, including coal and tin, two of Indonesia’s top exports.

“Coal prices keep increasing. This triggers coal miners to boost their production,” Suhala said on Monday. The association’s coal production target differs from that of the government, which set projected coal production at 275 million tons.

As of Friday, coal prices stood at $129.6 per ton, up slightly from the previous week’s price of $129.48 per ton, according to the Australian Newcastle Thermal Coal Index, which serves as a benchmark for Asia.

Suhala said coal prices would remain steady above $120 per ton this year. “As long as the economic condition keeps getting better, coal prices will keep steady at those levels,” he said.

He also said he expected demand for exports to grow, with demand from India and China projected to increase 15 percent as their economies grow at an 8 percent clip.

In light of Japan’s devastating earthquake and tsunami on Friday and the subsequent power shortages, Suhala said coal exports to Japan would increase as five nuclear power plants have been shut down following the disaster. Indonesia exports 45 million tons of coal to Japan annually, making it the top destination for Indonesian coal.

As of the first quarter this year, Suhala said, Indonesian coal miners produced an anticipated 80 million tons of coal, or around 22 percent of the total target of 360 million tons this year.

La Nina is not expected to affect coal production targets this year, he continued. “Weather is no longer a problem this year,” Suhala said.

Berau Coal, one of the country’s biggest coal miners, said coal production in the first quarter should remain on target for 5 million tons, according to Singgih Widagdo, a spokesman for Berau Coal.

“We are expecting to produce 20 million tons for the whole year,” Singgih told reporters on Monday. The company’s production so far is 12.5 percent of last year’s 17.5 million tons, he said.

Indonesia is home to several coal miners, including Bumi Resources, the world leader in thermal coal exports. (source The Jakarta Globe )
