Bangladesh to tender for 4 more coal fired power plants soon

Thursday, 19 Jan 2012

Bangladesh Power Development Board will invite international tender soon to set up four more coal fired power plants to generate around 2,000 megawatts of electricity to ensure future power supply at affordable cost.

A top government official said that the power plants will be run by imported coal.

Mr ASM Alamgir Kabir chairman of BPDB told the FE that "We will invite bids from sponsors within the next couple of weeks to build four coal fired power plants.”

He said the new coal based power plants will be built near seashore and river coasts in Chittagong, Khulna and Munshiganj to facilitate carrying of the imported coal.

Mr Kabir said that these coal fired power plants will be implemented as part of the government's move to augment electricity generation and diversify the country's energy sources under its mid term planning against the backdrop of dwindling natural gas reserves.

Mr Kabir added that "Under short term measure we built diesel and furnace oil fired power plants to ease the country's electricity crisis on urgent basis.”

He said that electricity tariff for the coal fired power plants would be lower than those of oil based power plants.”

Mr Kabir said that "Initially the coal fired power plants would run with imported coal. Local coal will be utilised once the country starts extracting local coal significantly.” He added that capacity of these coal fired power plants would be 300 mw to 600 mw each.

Tender; NTPC to invite Expressions of Interest for coal import

Tuesday, Dec27, 2011

KOLKATA: NTPC will invite expressions of interest next month for importing coal on a 10-15 years contract from foreign coal producers, chairman Arup Roy Choudhury said. The largest power generator hopes to start imports within the next financial year and will start with about 16 million tonnes. "To begin with, we will import about 15-16 million tonnes of coal through long-term contracts that we are planning to strike with overseas coal suppliers. This volume will increase gradually to about 24 million tonnes in the next few years as our requirement for coal increases," Roy Choudhury said.

"At present we require about 160 million tonnes of coal per year. This year we are importing about 16 million tonnes from the international spot market. However, as our capacity increases over the next couple of years, our requirement is expected to touch 240 million tonnes in the short run. The plan is to import at least 10% of our coal requirement through this contract," he said. Striking long-term import contract will help NTPC source coal at a price which is less than spot market prices.

It will also offer the company some sort of hedge against coal price fluctuation in the short term. This initiative will, however, go in tandem with its effort to acquire coal bearing assets in foreign countries. Coal India had also taken up a similar initiative where it intended to enter into 10-year contract with overseas suppliers for importing coal at a discount over spot market prices.

NTPC was one of the interested consumers and it wanted to take about 10 million tonnes of coal imported by Coal India. However, CIL's initiative did not yield much result as the prices offered by overseas companies turned out to be higher than spot prices. This forced CIL to put this venture on the back burner. "We had shown interest in sourcing coal from Coal India, but they did not get back to us with the final prices and other required details. Nevertheless, as CIL did not turn up, we have now decided to take up the initiative on our own although we would still want CIL to import coal for us," Roy Choudhury said.

"We would like to source around 70 % of our coal requirements from Coal India, 20% from our captive mines and about 10 % from imports. The mines we have been allotted has a reserve of 1.8 billion tonnes and production from some of these will start soon," Roy Choudhury said.

NTPC issues tenders 4 million tonnes of steam coal

Tuesday, 22 Nov 2011

Country's top power producer NTPC recently floated tenders for importing 4 million tonnes of coal for 14 of its projects. The company has scrapped an earlier tender of the same amount to change certain technical specifications.

The company floated four tenders for supply to projects including Farakka, Khalgaon, Simhadri, Talcher, Singrauli, Dadri, Sipat and Rihand.

NTPC loosing Rs 10.40 cr/day due to litigation over Rs 10,000 cr boiler contract

Tuesday, 8 Nov, 2011

NEW DELHI: State-run NTPC has lost Rs 1,900 crore due to six months' delay in award of an equipment tender related to power projects worth Rs 53,000 crore because of a court battle over the award of the contract, company sources said.

The company has estimated a revenue loss of Rs 10.40 crore per day as it awaits Supreme Court's verdict for award of Rs 10,000 crore boiler contract. NTPC had disqualified Ansaldo Caldaie from the equipment supply tender but on March 1 the Delhi high court had ruled against NTPC's decision to disqualify Ansaldo Caldaie India, a 73% subsidiary of Gammon India. NTPC subsequently approached the Supreme Court.

Apex Court had turned down NTPC's plea to go ahead with the bidding procedure before final judgment. "The estimated cost of these projects is approximately Rs 53,000 crore and each day delay of these projects cause a generation loss of approximately 148 million units of electricity. This will cause approximately Rs 10.40 crore per day loss on return on equity employed," a senior NTPC official said.

Delay in the judgment is holding up five power projects at a time when the country faces a 14% energy deficit. About 7,260-mw generation capacity is proposed to be set up by NTPC benefiting energy-starved states like Bihar, Uttar Pradesh and West Bengal.

The matter has not come up for discussion after summer vacations of the Supreme Court though it was sought to be disposed off by July 20. Sources said the matter had been listed in the court's agenda several times but could not be taken up for deliberations for lack of time. The case was last listed on Oct 13 in the court's agenda.

Ansaldo was disqualified in the first round of the bidding of the boiler contract while Bharat Heavy Electricals Ltd, Larsen & Toubro and BGR Energy qualified. NTPC had disqualified Ansaldo Caldaie from the bulk tender saying it does not have competence to supply evaporator, water wall - a critical component in boilers. Ansaldo said supplying self-designed evaporators' was not mentioned as qualifying criteria in NTPC notice inviting tender.

NTPC to invite bids for long-term coal imports in 2-3 months

Tuesday, 8 Nov, 2011 |Agency PTI

NEW DELHI: To meet its rising fuel demand, country's largest power producer NTPC plans to seek bids in next two to three months for long-term supply of imported coal of up to 20 million tonnes per annum.

"We will seek bids for supply of imported coal for a period of 15-20 years. The amount will be up to 20 million tonnes per year," NTPC CMD Arup Roy Choudhury told reporters here today on the sidelines of a CII conference.

He said bids wills be invited in next two to three months.

According to Choudhury, NTPC needs to securities imported coal, which accounts for about 10 per cent of the company's total requirements.

Recently, severe coal shortages due to multiple factors had hurt power generation at various NTPC plants.

"As of now, our plants are generating the full (power) as demanded from us," he said.

Noting that imported coal would not be the solution for the country due to its cost, he said that domestic coal production needs to be increased.

"The main issue is whether the power we generate is affordable or not," he noted.

State-run NTPC has an installed capacity of over 35,000 MW.

CIL bid to develop old coal mines delayed

Tuesday, 06 Sep 2011

ET reported that Coal India is considering switching to a global open tender mode for developing its abandoned mines, a development that could inordinately delay the project. CIL was hoping to float these joint ventures by the middle of 2010.

Coal India is seeking to develop some 18 old mines with a total reserve of 1.6 billion tonnes of high quality coking and thermal coal under joint venture arrangements with global underground mining companies.

It had sought preliminary expressions of interest and had short listed 10 companies. The short listed firms included ArcelorMittal India, Rio Tinto, Titan Mining Company, JSW Steel, JSW Energy, Monnet Ispat, Essar Mineral Reserves, SNT Mining and Sunflag Iron & Steel. CIL had received between six and 10 applications of interest for every mine offered under BCCL and CCL jurisdiction, while for ECL it was between 2 and 7.

But since CIL drew no response from them in the first round of tendering, it was forced to relax some conditions in the second phase, which is now under way. However, if this round also fails, the company may go for open global tendering, a process under which anybody can bid and there will not be any preliminary short listing.

A CIL was quoted as saying that "It has now been decided that if the second round of tendering also yields no result, open global tendering route will be resorted to.”

The manager said that "None of the interested parties responded to the notice inviting tenders for joint ventures. Rather, some of the parties gave some suggestions for softer tendering conditions. Those suggestions were examined and accepted to the extent possible. The second round of limited tendering is in process.”

The abandoned mines include 6 of Eastern Coalfields, 8 of Bharat Coking Coal and 4 of Central Coalfields mines.
