CM to move Centre over coal mining proposal
Oct 30, 2011, |TNN
NAGPUR: Chief minister Prithviraj Chavan has decided to organize a meeting with union ministry of coal (MoC) to sort out the metro region coal mining issue. About 60,000 hectare land in Nagpur metro region has been declared as coal bearing area. As per norms, a no objection certificate (NOC) from MoC is needed for development in such areas. A controversy has erupted ever since Western Coalfields Limited (WCL) furnished this information to Nagpur Improvement Trust (NIT).
Officials of WCL and NIT met Chavan on Saturday afternoon on this issue. NIT chairman Pravin Darade told Chavan that the agency was having major problems in planning of metro region due to the coal bearing area restriction. The CM told WCL officials that the state government was not in favour of new open cast mines in the metro region. A communication in this regard would be sent to MoC soon.
WCL and NIT also mutually agreed that no mining activity will take place within five km radius of the city. Only Godhni and Bokhara areas are within this limit.
Later addressing a press conference, the CM said that there was no problem with underground mines as the area of land to be acquired was far less. "We will have economic development of metro region along with coal mining."
However, NIT and NMC officials had told the CM that underground mining too would create hindrances in development as there are a lot of restrictions in areas located above underground mines.
The CM has not taken much interest in solving the Mor Bhavan bus stand issue. He had promised to solve the issue in seven days during the winter session of the state assembly. When asked about his promise, Chavan just said that talks were on, but did not elaborate.
He said that the government had sanctioned a Rs 110 crore package for providing interest-free loans to cotton ginning mills. However, when asked about the proposed textile parks in Vidarbha he said that the state government was formulating a textile policy. He also put the ball in Centre's court when asked about provision of minimum support price to cotton growers.
On Jairam Ramesh' suggestion to implement EGS through rural development department, he said that the government had a coordination committee and the proposal would have to be decided by it. "We have not promised anything to Ramesh."

Probe ordered into delay in coal lifting by Mahagenco
Thursday, 27 Oct 2011
DNA reported that Maharashtra government has ordered a probe into the delay in the lifting of allotted coal by the state power utility that has resulted in a power crisis.
The announcement was made by state chief minister Mr Prithviraj Chavan during his visit to Kolhapur to attend a function to induct supporters of independent MP and former NCP leader Mr Sadashivrao Mandlik into the Congress.
On October 20th 2011, DNA carried a report ('State creates crisis to import costly coal') stating that the Maharashtra State Power Generation Company failed to lift its allotted quota of coal from the mines of Western Coalfields Limited this year, resulting in an acute power crisis in the state. Instead, it went ahead and placed orders to import expensive coal from Indonesia and South Africa for its thermal power plants.
Mr Chavan declared that the state will become load shedding free in 2012 when various power projects will commence. He said that "The coal-related issue created the present power crisis. The coal available in the state is of low quality. An inquiry will be conducted regarding the delay in lifting the coal allotted to the state."

Power situation grim as more states face crunch
New Delhi, October 14, 2011
Shortage of power in states such as Delhi, Andhra Pradesh, Maharashtra and Karnataka Friday threatened to cascade into a pan-India crisis with coal supplies hit due to varied reasons, including rains and civil strife. Several states have been facing three-four hours of power cuts a day and the situation appeared to be worsening despite some steps to spruce up feedstock supplies announced by Coal Minister Sriprakash Jaiswal Thursday.

"In order to ensure greater availability of coal for the power sector, the ministry of coal has decided to offer some of the e-auction coal to the sector during the current month," said a statement issued Wednesday evening.
As per the existing policy on supply of coal, 10 percent of the total available quantity of this feedstock is kept for e-auction. Jaiswal also directed officials to increase immediately loading of coal to 180 rakes per day from the present 153 rakes.
Out of these 145 rakes were earmarked for the power sector.
"We welcome this first step from the government. This will definitely help mitigate the immediate coal crisis,” said Ashok Khurana, director general of the Association of Power Producers, an lobby mainly for private players.
The main reasons behind the shortage of feedstock are heavy rains in some coal producing areas, a two-day strike by workers of state-run Coal India last week and the disruption of mining in Andhra Pradesh due to a strike to press for a separate state of Telengana.
As a result, many of the units of the country's largest power producing utility, the state-run NTPC, have been left with coal supplies for no more than two days. Some units were also operating at sub-optimal levels, power ministry officials said.
In the national capital, one of the two distribution companies said the situation was set to improve by weekend. "But during the interim, to the extent of the shortfall, the Delhi discoms will be constrained to undertake load shedding on a rotational basis."
In West Bengal, though, the situation was caused by Coal India's subsidiaries halting supplies to state-run utilities due to default in payment, prompting the state's power minister to assure people that the situation will improve in three days.
Gujarat, on the other hand, while not facing a power crisis decided to stop distribution to other states as a precautionary measure, claiming a 30 percent drop in coal supplies to the state from central government-run coal mining entities.

Tuesday, 16 Aug 2011
Illegal mining activities witnessed a sharp spike in India during 2010, with 82,330 cases detected by law enforcement agencies during the year, almost double the 41,578 cases unearthed in 2009.
Mines Minister Mr Dinsha Patel informed the Rajya Sabha that the rate of illegal mining appears to be accelerating, as government agencies detected as many as 24,405 cases in the first three months (January to March) of 2011, almost 30% the number of such activities seen in the whole of 2010.
In his reply, Mr Patel said that in 2010, the highest number of illegal mining cases were reported in Maharashtra, at 34,384, which accounted for about 41.64% of the cases registered across the nation during the year. The number of cases detected in Maharashtra in 2010 was 4.14 times the number seen in 2009, when 8,270 cases were reported.
However, he did not specify the minerals for which large scale illegal mining activities were taking place.
Illegal mining activities in Karnataka, which is under the Supreme Court scanner, have risen by 2.93 times, with 4,949 cases reported in 2010, as against 1,687 such incidents in 2009.
Similarly, other mineral rich states like Andhra Pradesh and Chhattisgarh have also reported a huge rise in illegal mining cases, reporting 17,882 and 2,942 cases, respectively, in 2010. These are about 1.54 times and 2.72 times higher than the 2009 figures for the respective states.
Data provided in Mr Patel's reply showed that the above four states accounted for almost 73% of the illegal mining cases lodged in 2010, at 60,057.
It further said that illegal mining activities have been continuously rising and between January and March this year, with 10,349 cases detected in Maharashtra alone, about 30% of the total number of cases reported in 2010.
Moreover, Karnataka reported 1,263 illegal mining cases between January and March this year, 25% of the 2010 figure for the state.
Similar stories have been reported in Andhra Pradesh and Chhattisgarh, where 4,594 and 923 illegal mining cases were detected in the first three months of 2011.
