JFE will not up hike stake in JSW Steel - Mr Seshagiri Rao

Thursday, 23 Feb 2012

CNBC-TV18 reported that Mr Seshagiri Rao the joint MD and group CFO of JSW Steel has told that there is no plan today that JFE will increase their stake in JSW beyond 15%.

During an interview with CNBC TV18, while answering to question “Debt levels still remain quite high and JFE Steel a couple of weeks back raised some stake in your company. Now that they have the headway to go all the way up to 25%, is that an option that you may consider in order to bring in higher participation from them and perhaps more cash as well to de-stress the balance sheet”, Mr Rao said “Today, the balance sheet of JSW is not stressed at all. If we look at the overall consolidated debt as on December 31, it was 1.08:1. This is taking into account the FCCBs which we raised as debt only. So balance sheet wise we are quite okay.”

He added “We have 11 million tonne installed and an operating capacity as part of JSW. We don't need any additional equity to come into the company. As per the current agreement with JFE, their overall equity holding is restricted to 15%. They have recently enhanced only to reach the 15% threshold. Otherwise, there is no plan today that JFE will increase their stake in JSW beyond 15%.”

Sical gets approval to convert iron ore terminal into a coal facility

Tuesday, 21 Feb 2012

The Mint reported that the board of government controlled Ennore Port Ltd has approved a request from Sical Iron Ore Terminals Ltd to handle coal at its INR 500 crore iron ore loading facility after a ban on export of the ore from Karnataka has rendered the terminal idle since it was opened in January last year.

This is the first instance of such a cargo change being allowed after a port contract has been tendered and awarded.

Mr Rakesh Srivastava a joint secretary looking after ports in the Union shipping ministry said that “At a meeting on 10 February, the board of Ennore Port gave its in-principle approval to convert the iron ore terminal into a coal terminal. Sical Iron Ore Terminals will be allowed to handle only the coal sourced by Tamil Nadu Electricity Board to fire its power stations.”

Mr Srivastava said that “The board’s in principle clearance is subject to requisite final approval from the government.”

TNEB is expected to ship about 10 million tonnes of coal a year through Ennore. This condition will ensure that the exclusive rights granted to Chettinad International Coal Terminal Pvt. Ltd to handle coal for customers other than TNEB at Ennore port is maintained.

Demand for shipping coal through Ennore has surged after the Madras high court directed Chennai port, located 20km from Ennore, to stop handling dusty cargo such as coal and iron ore from 1 October, to check pollution in north Chennai. The permission to change cargo will help the project lenders avert the asset from turning sticky.

Sical Iron Ore Terminals is a joint venture firm formed by Sical Logistics Ltd and state run commodity trader MMTC Ltd to develop and operate the new iron ore terminal at Ennore port in Tamil Nadu, India’s biggest iron ore loading facility, for 30 years. Sical Logistics has a 74% stake in the project while the rest is held by MMTC.

Mozambique's Maputo hot spot for South African coal

Monday, 13 February 2012

Mozambique capital Maputo is hotting up as a magnet for companies aspiring to be significant South African coal exporters, following a Vitol joint venture deal, industry sources said this week.
The port has been used on a small scale for coal exports which shippers were unable to move from the main export hub, Richards Bay Coal Terminal (RBCT), but is now the centre of major expansion plans for South African coal.

Two exporters have in the last few months started using the main Maputo harbour, which has no loading equipment, for the first time and gleaming new fencing has been set up around stockpiles there, a recent visitor to the port said. A handful of mining majors own RBCT, by far the cheapest, most efficient port, but new entrants have mostly failed to gain a foothold there.

"If you want to be producing South African coal for export, don't ever think you are going to get into Richards Bay - Maputo is really the only option," an executive involved in South African projects said.
Would-be entrants already see Glencore well established. At Maputo it accounts for a third of the 3 million tonnes a year of exports and is also using the main harbour which has no loading equipment.
This deadlock has been frustrating for rival, large trading firms wanting to catch up with Glencore's roughly 20 year head start in building an integrated global coal business including investments in mines and ports and myriad offtake agreements.

"Glencore were in Matola (Maputo's inland coal terminal) from the start, to see how significant or useful an export point it was, with the ability to back out at any time," said an industry source recently returned from Maputo."Vitol seems to want to move into the Glencore space (by investing in ports and production)," a veteran South African industry source said.

"This is a great deal for Vitol, it gives them an export outlet for thermal, coking and sized coal and from the Waterberg too, eventually," another industry source said.If Glencore completes its purchase of Optimum Coal Holdings with its empowerment partner, entrepreneur Cyril Ramaphosa, it will be the country's fourth-largest exporter after Anglo American, and own a big chunk of highly-desirable Richards Bay export capacity.Although currently high, Maputo's costs will fall when the port is expanded substantially and rail investment allows more coal to be railed rather than trucked.

"RBCT offers huge savings - $2-3 a tonne to shareholders, $5 for Quattro junior miners but that's a fraction of the $15-20 charged by Richards Bay Dry Bulk Terminal or $9-10 at Maputo," said the recently returned official. Vitol has a coal offtake agreement with producer Coal Of Africa and is expected to make export space for COA as it ramps up production.

But there will be no shortage of takers for Maputo's capacity, even after the planned expansion, because the 50,000 tonne ships loaded at Matola are ideal for the growing Indian market, an industry source said.
"There are two users of the main harbour, Glencore for sized coal and Jupiter Trading, while Glencore is using the inland Matola terminal for thermal coal," he said.Coal from the main harbour stockpiles is loaded into builders' skips which are tipped into waiting vessels, he said.

This method is costly and slow but the high price of sized coal used for domestic fuel gives a fat profit margin, he said."With their (Glencore's) optimum capacity they can use RBCT primarily for thermal exports and the smaller, higher cost ports for high value products, they don't need Maputo," he added.

TRANSNET SAVES THE DAY
More such strategic investment opportunities are likely to emerge in the next year or so primarily because South Africa's state-owned Transnet Freight Rail has gone from zero to hero in six months to consistently move more coal than miners ever thought possible.
After years of complaining about TFR's poor performance, miners are having to start considering boosting output.

Until June last year, TFR's poor past performance had for several years capped exports at around 65 million tonnes a year despite a capacity of over 80 million and plans to rise to over 90 million tonnes.
"Now the shoe's on the other foot and they're (TFR) getting it right. If they can sustain it, producers will eventually bring on more mining capacity," a producer source said.

"It's a 2-3 year process to make a decision and another 4-5 years to put it into place but it's just so difficult to decide to invest when there are so many uncertainties," he added.RBCT shareholders' export entitlement equates to the stakes they own in the terminal - a 20 percent stake would give 20 percent of whatever total tonnage can be exported and that in turn depends on what TFR can move. While TFR was struggling, RBCT shareholders' ability to export was constrained and they held tightly to their export capacity rather than be tempted to sell or lease it.

But if TFR keeps up its current pace and before miners invest in new mines, RBCT shareholders with more export capacity than production may revisit leasing."It's quite possible that it reverts to the situation several years ago when some RBCT shareholders leased what they couldn't fill with their own output or buy from smaller miners Free On Rail but there's hardly anything available like that now," a transport and logistics source said.

FMG considers magnetite joint venture

Thu, 19 Jan 2012

It is reported that Fortescue Metals Group is considering developing its North Star magnetite iron ore project in Western Australia as a joint venture.

Fortescue last year indicated that it may spin off its magnetite iron ore assets because it was focused on easier-to-produce hematite iron ore.

However, on Monday the company said it saw potential value in developing its magnetite interests as joint ventures.

The miner said it was evaluating options to partner with third parties at its North Star magnetite project, which was adjacent to the company's Glacier Valley magnetite iron ore joint venture with Chinese steel maker Baosteel.

Fortescue said in a statement that any development of North Star would be on a non-recourse basis to Fortescue balance sheet

The company also announced a 72% increase in the resource estimate for its North Star magnetite project, 100 kilometres south of its Port Hedland operation to 2.12 billion tonnes.

Of that total, 1.3 billion tonnes is in the inferred category of Australia mineral reporting code which is the least proved up category.

Just over 100 million tonnes is in the top category and measured.

India to seek ‘special status’ from Indonesia in allocation of coal blocks

Tue, Dec6, 2011

New Delhi : The Government has said that it will seek Indonesia’s cooperation for the accord of “special status” to Indian companies in the grant of coal blocks, a move aimed at bridging the widening demand-supply gap for the dry fuel at home.

The Ministry of Coal will “... impress upon the provisional government/regional government to allocate blocks under their special status (most favoured nation type) to Indian government coal companies...,” the Coal Ministry has said.

Seeking the allocation of coal blocks on a “nomination basis”, an official document of the Ministry has said it will be sending a team from the Coal Ministry and CIL to Indonesia to pursue the matter.

The decision to approach the Indonesian Government was taken at a meeting of an India-Indonesia Joint Working Group on Coal on November 24 and 25.

Seeking the allocation of large greenfield (new) coal concessions on a nomination basis, the Ministry will also impress upon the Indonesian Government the need for expeditious environmental and forest clearances, besides smooth land acquisition.

Coal India (CIL), which accounts for 81 per cent of domestic coal production, recently said that it has zeroed in on two overseas coal assets, including one in Indonesia, for acquisition and expects to begin a serious dialogue with the owners soon.

The PSU has put together a war-chest of Rs 6,000 crore for the acquisition of the mines.

At present, the country is faced with a coal demand-supply shortfall of 142 million tonnes, with domestic output likely to amount to 554 mt in the current fiscal.
