BHP Billiton investors pin hopes on expanded share buyback

* Consensus points to H1 attributable profit of $10.3 bln
* BHP can return $10 bln-$25 bln via shr buyback/special div-analysts
* BHP may be interested in an oil and gas company
* Shares up 9 percent in 2 weeks
By Sonali Paul
MELBOURNE, Feb 16 (Reuters) - Top global miner BHP Billiton is expected to nearly double its first-half profit to a record, with investors focused on its strategy for its bulging cash pile as iron ore, copper and oil prices soar. Shareholders have been clamouring for the company to expand
its ongoing $4.2 billion share buyback, with only a quarter of that completed so far, after it faltered on three major deals over the past three years. BHP remains undaunted in its takeover ambitions, despite having been forced to ditch its $39 billion bid for top global fertiliser maker Potash Corp, an iron ore joint venture with Rio Tinto and a full takeover of Rio Tinto in the face of government and regulatory resistance. So BHP may look to preserve cash as it looks to pounce on an oil and gas target, with speculation that it would be interested in Anadarko Petroleum , Apache Petroleum or Woodside Petroleum Even with acquisitions and plans to spend $15 billion a year on projects, BHP has the capacity to return anywhere between $10 billion and $25 billion to shareholders through share buybacks or special dividends, analysts estimate. On Tuesday, speculation centred around $10 billion. "They've got the capacity. It's whether that's what they want to do," said James Bruce, portfolio manager at Perpetual Investments, one of BHP's top ten Australian shareholders. BHP is expected to report attributable profit before one-offs of $10.3 billion for July-December, based on an average of 14 analysts' forecasts, up from $5.7 billion a year ago. That would follow Rio Tinto's bumper second-half profit of $8.22 billion last week and a promise to return $5 billion to shareholders over the next two years, starting off with an on-market buyback of its UK listed shares.

For StarMine comparative data: link.reuters.com/tep97r BHP's shares are considered cheap at the moment, trading on a forward earnings multiple of just 11.9 even after a 9 percent share price rally to a near 33-month high ahead of the results. "We think that BHP is attractively priced for investors," Bruce said. BHP shares closed up 0.2 percent at A$47.36 ahead of the
results announcement, due before the Australian market opens on Wednesday. Australian fund managers looking for an off-market buyback of BHP's Australian shares are the least likely to get their way, as it makes more sense for BHP to buy back its UK listed shares, which are cheaper, on market. Analysts expect a dividend of around 49 cents a share, up from 42 cents a year ago. Smaller rival Xstrata set the pace last week topping forecasts with an 86 percent jump in full-year profit and a dividend that was nearly double market expectations.

Tokyo Steel raises scrap price as supply stays tight

15 February 2011

Tokyo Steel raised scrap purchase prices for most of its works for the first time in three weeks as domestic availability remains tight. The price rise defied gathering expectation of a pull-back in scrap prices across Asia, and follows the first fall in Japanese scrap export tenders in four months. Japan's biggest EAF-based producer and scrap price-setter left purchase prices for its..

Jairam Ramesh gives go-ahead to sixteen coal projects

NDTV Correspondent,
Updated: February 15, 2011 14:35 IST

New Delhi: Ahead of a meeting of the Group of Ministers (GoM) on the coal issue on Friday, Union Environment Minister Jairam Ramesh has agreed to clear sixteen coal projects that have been stuck for a year now.

Coal minister Sriprakash Jaiswal told NDTV that he had a fruitful meeting with Jairam Ramesh who has agreed to relax pollution norms slightly, thus allowing sixteen projects of the state-owned Coal India Limited to go ahead.

"My meeting with Jairam Ramesh was fruitful, he understood our problems. We are both doing our duties...a final meeting with the GoM is still pending."

The meeting between the two ministers was held on February 10.

The softening of stand over the coal projects preceded months of confrontation between the environment and the coal ministries with Jairam clearly demarcating go and no-go areas for coal projects.

This resulted in several projects being held up.

The face-off between the two ministries had reportedly led Prime Minister Manmohan Singh to ask the Ministry of Environment and Forest (MoEF) to reconsider the policy of 'no-go' mining areas in view of coal shortages that the power sector is facing.

Metinvest tasks Ilyich to significantly increase output

Tuesday, 15 Feb 2011

It is reported that the Ukrainian flat steel producer Ilyich Iron and Steel Works of Mariupol which merged with Ukraine largest mining and steel group Metinvest in July 2010 is planning to significantly increase its output within the priorities set out by Metinvest and accordingly is considering a radical modernization of its production facilities.

Mr Vladimir Boyko GD of Ilyich said "The enterprise has been tasked to significantly increase production to up to 16 million tonnes per year of sinter and up to 8 million tonnes of steel. To achieve the given targets, Ilyich will carry out the reconstruction of its main workshops to the most up to date levels. In the next four to five years, the open-hearth shop will be completely closed."

Mr Boyko noted that, following the visit of the company specialists to China, from late February this year Ilyich will resume work on the construction of its pulverized coal injection facility for blast furnaces which is being supplied by China National Mineral Co Ltd in line with the contract concluded on May 18 2006.

He said that "I think that within the next three months a clear program will be adopted for the development of Metinvest Holding, including the program for its re equipment. This is a serious matter, requiring enormous costs. Billions of dollars will be required to build Ilyich into a new plant." (sourced:steelorbis)

JSPL Angul steel project gets environmental go ahead

Tuesday, 15 Feb 2011

The Telegraph reported that a proposal for a steel plant in Angul, Orissa, has received a fresh nod from the Union environment ministry after being pulled up three months ago for serious non compliance of environmental conditions.

The ministry has approved Jindal Steel and Power Limited’s proposal for 6 million tonnes per year steel plant after listening to the company’s explanation, revising guidelines on forest rules and imposing additional conditions on the project.

The ministry appears to have accepted this explanation, but imposed several conditions, including the installation of coal gasification technology to reduce emissions, the use of fly ash generated by plant activities for cement manufacture, and earmarking of two per cent of net profits for activities relating to corporate social responsibility. The ministry has also asked the company to adopt energy and water conservation measures in the steel plant and its captive power plant as well as adopt rain harvesting techniques to recharge the groundwater in the region.

The ministry had sent a notice to the company in November pointing out serious non compliance of the conditions imposed on the project when the ministry first approved it in 2007. The ministry had specified in 2007 that no construction activity should begin on the project site unless approval for the 168 hectares of forestland within the project area had been given. However, forest officials in Angul had observed in 2009 that construction work on storage godowns, roads, a foundation for industrial activities such as a power plant, had been initiated on non forest government land.

But the ministry revised its rules on January 6 this year, specifying that if a project covers both forest and non forest land, it was advisable that work should not be started on the non forest area until the Centre approved the project for the forested area. (sourced:Telegraphindia)

JMB reported that Japanese major steel makers start sheet steel export price talk in the week for April to June 2011 period.

The makers already realized USD 750 per tonne to USD 800 per tonne FOB for hot rolled coil for March 2011 shipment while some of the makers offer USD 900 for spot transaction for March 2011 shipment.

They eye USD 1,000 level in and after April 2011.

The makers now prepare for higher offer for domestic sheet steel price and now the price hike range is considered at JPY 15,000 to JPY 20,000 per tonne level.

GMS weekly report on India ship breaking industry for WEEK 7

Tuesday, 15 Feb 2011

A drastic slump in levels for the week left many cash buyers and owners reeling as the gains from the previous few months filially started to retreat to slightly more recognizable levels.

Many have been predicting an adjustment in price (especially with Bangladesh still out of the game), but when it happens in such a sharp, swift and substantial manner, it is always difficult to stomach.

Many cash buyers were left holding on to tonnage acquired on an 'as is' basis, or if the losses were proving to be too significant taking delivered vessels over with their own crew and holding until some improvement to acceptable (even breakeven) levels are seen.

Nevertheless, due to the scarcity of tankers on the market at the moment, one US built unit attracted a strong price basis 'as is' Mozambique that should a fetch a level well over USD 500/LT LDT upon arrival. The OVERSEAS PUGET SOUND (11,105 LDT) was sold for a price of USD 492/LT LDT and may yet turn out to be a Pakistan candidate with the market there perhaps edging what India has to offer at the moment. POSCO War Zone - Angry villagers damage approach road

Tuesday, 15 Feb 2011

Members of POSCO Pratirosh Sangram Samiti and residents from the Dhinkia panchayat of Jagatsinghpur district guarding the entrance to their village on Sunday to prevent entry of personnel of the Orissa government and POSCO.

The agitation against land acquisition for the POSCO steel plant intensified in this seaside gram panchayat in Jagatsinghpur district on Sunday, with the villagers damaging an approach road to the area earmarked for the project.

Led by Mr Abhay Sahu chairman of the POSCO Pratirodh Sangram Samiti, which has been spearheading the protest since July 2005 more than 150 people from different hamlets in Dhinkia went out with spades and other tools and damaged the ‘kuchha' road leading to the project site from the Paradip port, which is a few km away.

The PPSS activists decided to damage the road, which runs along the coastline, after the chairman of the Industrial Infrastructure Development Corporation and the Director General of Police took the same road to reach the site on Saturday.

The IDCO plans to make the road a ‘pucca' one as it will act as an approach route to the 4,004 acres earmarked for the POSCO's steel plant and captive port near the mouth of the Jatadhari river. Mr Sahu said that “We will continue our agitation peacefully. We will not hand over an inch of land for POSCO in our locality at any cost.”

Talking of the visit of the DGP and the IDCO Chairman to the area, Mr Sahu said that “It clearly shows that the State government is readying for applying force to evict people from their land and homes.”

In August last year, the State government halted the land acquisition process after an order from the Union Ministry of Environment and Forests. But after the Ministry granted conditional environmental clearance recently, the government is now planning to resume land acquisition after giving an assurance to the Ministry about the people claiming to be dependent on the forestland.

But the villagers are in mood to allow the government to resume the work; they have erected six bamboo gates at the entry points of their gram panchayat to prevent officials, POSCO employees and the police from entering their hamlets. (sourced:Thehindu)

BHP offered to swap China info with U.S. - WikiLeaks

Tuesday 15 February 2011

SYDNEY (Reuters) - Anglo-Australian miner BHP Billiton (Hamburg: BHP1.HM - news) once offered to trade intelligence with Washington on China, its most important market, an Australian newspaper said on Tuesday, citing leaked U.S. cables obtained from WikiLeaks.

The Sydney Morning Herald said the cables showed BHP Billiton Chief Executive Marius Kloppers had offered the exchange of information in 2009 after telling a U.S. diplomat about the extent of Chinese surveillance of his firm.

Kloppers also complained of surveillance from other firms, the newspaper said, citing another Anglo-Australian miner, Rio Tinto (Berlin: CRA1.BE - news) , as one of them.

"Clearly frustrated, Kloppers noted that doing business in Melbourne (BHP's Australian headquarters) is like 'playing poker when everyone can see your cards'," it quoted a U.S. envoy to Australia, Michael Thurston, as saying in a cable.

"(Kloppers) complained that Chinese and industrial surveillance is abundant and went so far as to ask consul-general (Thurston) several times about his insights into Chinese intentions, offering to trade confidences," the cable said.

BHP Billiton declined to comment.

BHP Billiton and Rio Tinto each count China as their biggest markets but relations with China have sometimes been tense, especially in the iron ore market which Rio Tinto and BHP Billiton dominate along with Brazil's Vale .

Tensions peaked in 2009 when Chinese steel producers failed to clinch an annual pricing deal and a Shanghai court jailed four Rio Tinto employees, including Australian citizen Stern Hu, for stealing commercial secrets and taking bribes.

Their arrest at the height of fraught 2009 iron ore price negotiations strained ties between Australia and China, and shocked the Chinese steel industry.

BHP Billiton had already riled Chinese steel mills with its 2008 bid to take over Rio Tinto, though BHP Billiton later dropped its offer in the face of stiff global opposition among competition regulators. BHP Billiton upset the mills again in 2009 with a proposed iron ore joint venture with Rio Tinto, a deal that also floundered over anti-competition concerns.

Between those two failed attempts to forge a BHP Billiton-Rio Tinto alliance, Chinese state-owned metals conglomerate Chinalco proposed a $23.9 billion partnership with Rio Tinto, which Rio Tinto initially accepted, but later rejected.

Kloppers took personal credit for quashing that deal, according to Wikileaks, the Sydney Morning Herald reported.

"Australia does not want to become an open pit in the southern-most province of China," Kloppers said at the time, according to the report.

SAIL gets management control of Steel Complex in Kerala

Tuesday, 15 Feb 2011

Maharatna Steel Authority of India Limited has formally acquired 50% of the shares of Steel Complex Limited in Kozhikode held by the Government of Kerala and taken over the operations of SCL on 13th February 2011.

SAIL-SCL Limited, the joint venture company resulting from the acquisition, will work towards the revival of SCL by setting up a new rolling mill of 65,000 tonnes per annum capacity for producing high grade TMT bars at an estimated investment of INR 45 crore. The JV is expected to be a milestone in the government’s policy of bringing together synergies of PSUs and strengthening them to be competitive in the market.

On the request of the government of Kerala, SAIL had signed a MoU in May 2008 for revival of SCL, owned by the state government. Subsequently, a JV agreement was signed between government of Kerala and SCL in December 2008 to enable acquisition of shareholding by SAIL, development of SCL by setting up a rolling mill and fulfillment of certain terms & conditions by the state government. Subsequent to fulfillment of conditions of the agreement, the JV became operational in December 2010. Operations of the JV will be synergized with SAIL’s core strengths by installation of billet conversion facility, raw material tie-ups and marketing of SCL products by SAIL.

SAIL-SCL Ltd presently has the capacity to produce 55,000 tonnes of liquid steel per annum through the electric arc furnace route and 50,000 tonnes of concast billets per year. The JV aims to tackle issues such as shortage of working capital and non-availability of good quality scrap by ensuring uninterrupted supply of scrap to maintain efficiency of operations and adding value to its products by converting billets into TMT bars. The possibility of marketing SCL products by harnessing SAIL’s nationwide dealer network is being explored.
