Orissa seeks info on land requirement for coal blocks

Wednesday, 25 Jan 2012

BS reported that in a bid to expedite the development of coal blocks in the state, the steel and mines department has asked the Industrial Investment Promotion Corporation of Orissa Limited to submit a report on the total land requirement of non Coal India limited companies.

A letter from the steel and mines department said that “As the matter is urgent, it is requested that the required information in respect of the 19 coal blocks may kindly be furnished, without further delay.”

Out of allocated 32 coal blocks in Orissa, IPICOL, in November last year, had furnished the data on land requirement of 13 coal blocks allotted to 29 public sector undertakings and private firms. The IPICOL is yet to provide the information on land requirement of the remaining 19 blocks allocated to various non CIL companies.

The step from the state government comes barely a day after the Union ministry of Coal drafted guidelines for timely development of allotted coal blocks to expedite the process of coal production. The ministry has advised the allocatees to adhere to the timeline in the development of the blocks or else face de allocation.

It may be noted, the Ministry of Coal has allocated 32 coal blocks to 56 companies, both PSUs and private firms in Orissa. These coal blocks have a total reserve of 15,212 million tonnes. Of the 56 firms which have been allocated the coal blocks, there are 16 PSUs including public sector companies from Orissa and other states. However, of the 32 coal blocks, only one block (Talabira I) coal block has gone into production.

The combined area required for operation of all the 32 coal blocks, is about 325 sq km and the implementation of these projects would involve displacement of around two lakh people.

ArcelorMittal Karnataka steel plant progress update

Friday, 22 Jul 2011 |By TOI

ToI reported that ArcelorMittal is quietly making progress in Karnataka with more than 50% of the land acquisition process has been complete.

As per report, ArcelorMittal has completed acquisition of more than 2,200 acres of the required over 5,000 acres.

ArcelorMittal representative told TOI that "By God's grace, land acquisition process has been smooth and is more than 50% complete. Farmers are coming forward to accept the compensation for their land. Once we reach about 60%, the firm will get into building the layout plan.”

Initially, some farmer groups in Bellary had opposed land acquisition as they were seeking compensation higher than what was fixed by the state government.

A senior Karnataka Industrial Areas Development Board official said that "Now, the government has fixed compensation in three slabs INR 800,000, INR 1.2 million and INR 1.6 million per acre. The response from the land owners is overwhelming.”

On the progress from the Union government front, ArcelorMittal has obtained terms of reference from environment and forest ministry and the firm currently has commissioned environmental impact study. Spokesperson of the company said that "This study would take nearly a year. Later the study has to be submitted to the ministry.”

ArcelorMittal plans to set up a 6 million tonne per annum plant at Kuduthini and Haraginadoni villages in Bellary district with an estimated investment of INR 30,000 crore. When the company entered into an agreement with industries department during the Global Investors' Meet last year, it needed 4,864 acres of land. As the firm is planning to build its own railway network to transport iron ore from the mining site to the plant, the company now has sought additional 324 acres land.

Karnataka seeks clearance from union for steel projects

Thursday, 02 Jun 2011

BL reported that Karnataka has asked the center to grant necessary clearance for POSCO, ArcelorMittal, Surya Roshini, Bhusan Steel, Jindal South West and Kudremukh Iron Ore Company Limited, which are setting up steel plants in the state.

Mr Murugesh Nirani industries minister of Karnataka said that the state government has cleared all the six projects but are now awaiting Centre's nod for environmental clearance. For setting up steel mills, few companies such as ArcelorMittal have also sought land for captive mining.

He added that "These companies have already deposited money with us for their land requirement. At a few places, Karnataka Industrial Areas Development Board has already initiated the work on land acquisition."

Land for some of these companies have been identified and deputy commissioners have been told to hold final meeting with revenue officials and hold meets to fix price for the land in consultation with the farmers.

POSCO has sought around 4,000 acres and has identified Gadag district for setting up their plant. Land acquisition for ArcelorMittal has entered final notification stage. The company has identified land around Bellary Koppal districts and has deposited INR 600 crore for land acquisition and its estimated requirement is about 4,000 hectares.

Surya Roshini is setting up a plant in Bagalkot and has sought 3,000 acres. Bhushan Steel which needs around 3,000 acres has selected Bagalkot and Koppal for its steel plant. The company plans to take a final decision based on the land availability.

JSW is planning to invest around INR 25,000 crore in expanding the capacity of its Bellary plant while KIOCL has partnered with NMDC for setting up a steel plant. NMDC is likely to transfer its iron ore mines located at Donimalai in Bellary to KIOCL for mining activities.

ArcelorMittal begins land acquisition for steel plant in Jharkhand

Saturday, 07 May 2011

A senior state government official said that the land acquisition process for ArcelorMittal s proposed INR 42,000 crore green field integrated steel plant in Jharkhand has already begun.

Mr AP Singh Secretary Jharkhand Industry said that the land registration for the proposed steel plant of ArcelorMittal has begun in Kasmar Petrawar in Bokaro district since December last.

He was in Adityapur to take part in the inauguration of Hi Tech Design Lab and foundation stone laying ceremony of Hi Tech Testing Lab building.

Asked how many of acres of land has been registered so far, the Industry secretary said it was below 50 acres and attributed the slow pace of land registration process due to panchayet election and National Games.

Mr Singh said the construction work would not begin till the steel giant acquired at least 500 acres of land as 500 to 550 acres land was required even for a million tonne capacity steel plant whereas ArcelorMittal has proposed to set up a 10 million tonne capacity steel plant in Jharkhand.

He said ArcelorMittal requires 2,200 acres land to start work for the first phase. It had signed a MoU with the Jharkhand government for the proposed steel plant in October 2005.
