Australian coking coal suppliers Vale and AMCI to pay damages to SAIL

Economic Times reported that Delhi High Court has dismissed the plea of two Australian coal firms, Vale Australia Pty Ltd and AMCI Pty Ltd, against an International Court of Arbitration's order to them for payment of about USD 159 million as damages to the SAIL.

Justice S Muralidhar upheld the March 10th 2011 ICA's arbitral award for payment of over USD 152 million as damages to the Steel Authority of India Ltd with an interest of over USD 6.8 million over it.

The ICA had also asked the two firms to pay additionally 80% of the SAIL's legal costs, including USD 320,000 as expenses and USD 160,000 as costs paid by the Indian public sector company to the tribunal.

The court said that "While it may be possible to argue that another view is also possible, that by itself does not constitute a valid ground for a court to interfere (in a foreign award) under section 34 of the Arbitration and Conciliation Act. Consequently, this court is unable to find any error in the quantification of damages by the tribunal. All objections by Vale and AMCI to the award of March 10, 2011 passed by the tribunal are rejected with costs of INR 100,000 each to be paid by them to SAIL within four weeks.”

The dispute between the parties arose when Vale and AMCI failed to meet the SAIL demand of total 1 million tonnes of coking coal in 2007, under a long term agreement of April 23rd 2007 between them. The two companies managed to supply only 246,539 tonnes and a balance of 753,461 tonnes of coking coal remained to be supplied.

The matter was presented for dispute resolution in March 2009 before the ICA, which agreed with SAIL's contention that there was a breach of the LTA by the two Australian companies.

Manila may award bulk of 38 coal projects in 5 months

The Philippines received 68 bids for 38 coal exploration projects on Friday and said it could award more than half the contracts within the next five months, as it aimed to cut imports of costly fossil fuels and secure energy supply.
Bidders at the country's fourth, and biggest, tender for prospective coal blocks included Philippine miners Benguet Corp and Semirara Mining Corp., the country's biggest coal producer.

Energy Undersecretary Jose Layug told reporters at the opening of sealed bids for the tender that "We obviously have attracted a lot of investors, and the list includes new parties.”

Mr Layug said that there were no bidders for a few sites. Most of the prospective coal blocks are located on the mineral rich provinces on the southern Mindanao island.

Mr Layug said winning bidders would receive two year contracts to explore for coal and 23 year operating contracts if successful.

Foreign ownership of coal projects in the Philippines is limited to 40%.

The government estimates the Philippines has a total coal resource potential of more than 3 billion tons, mainly thermal coal used for power generation.

Protest against iron ore operation of Vale in Malaysia

About 100 members of Jaringan Aktivis Alam Sekitar Perak JAASP, an environmental non governmental organization, staged a demonstration against the operation of an iron ore processing company, Vale SA, in Teluk Rubiah, Seri Manjung near here.

They claimed the operation had destroyed the environment in the area.

It is also reported that 4 Socialist Party of Malaysiamembers were detained by the police in Perak on their way to a protest against Vale’s iron ore processing plant in Lumut. They were released an hour later, after police took down their personal details and mobile numbers.

Vale is spending RM 4 billion in the first phase of the project, which will handle 30 million tonnes of iron ore yearly once completed in 2014.

The hub in Lumut, Perak will be able to accommodate Chinamax carriers, which are 400,000-tonne iron ore vessels that will cut freight costs for Vale.

Bangladesh eyeing Indonesia for Coal

The high level executives of Center for Environmental and Geographic Information Services (CEGIS) of Bangladesh is visiting Indonesia this week to study on coal sourcing, transportation and handling of coal for coal based thermal power plant in Khulna (660 MW), Chittagong (660 MW) and Maheshkhali (8320 MW LNG and coal combined) under Bangladesh Power Development Board (BPDB).

The team is planning to study and access of coal handling facilities and transportation system of coal from Indonesia and planning to import 19.5 million metric ton of coal per annum.

“BPDB is in Indonesia this week after visiting Australia to identify potential coal exporters from Indonesia, assess their capabilities and their willingness as well as to identify probable modalities to export coal to Bangladesh”, said Shankar of KIECOAL, who are facilitating BPDB’s visit to Indonesia.Link

The study team comprising of the officials from the Ministry of Power, Energy and Mineral Resources of Bangladesh and Bangladesh Power Development. The joint study team will be headed by Tapos Kumar Roy, additional secretary of Ministry of Power, Energy and Mineral Resources during Indonesian Visit.

“We are also in touch with several coal producers Indonesia to introduce BPDB,” Shankar added.

The team also planning to visit a coal mine in South Kalimantan prior to leave Indonesia.

Pakistan trying to win back World Bank loan Thar coal project

The Express Tribune reported that the federal government is preparing a report for the World Bank to show that coal is a least cost option and convince the bank to re engage itself in the Thar coal and energy project. Earlier, the World Bank had withdrawn from its commitment of providing USD 30 million in loan for the Thar coal project.

Mr Ayaz Soomro Sindh Law and Parliamentary Affairs Minister said that the World Bank in a sudden and abrupt move told the government in November 2009 that it was not in a position to continue with the Thar coal and power project because of environmental reasons.

Mr Soomro who was responding to queries on behalf of Chief Minister Mr Syed Qaim Ali Shah who also heads the Coal and Energy Department said that the Sindh government then approached the federal government asking it to take up the matter with the World Bank.

Mr Soomro accepted that though MoUs had been signed with different companies over the last 5 to 7 years, no company could start coal mining and power production. Reasons behind this were non serious attitude, dearth of infrastructure, lack of incentives, low coordination between provincial and federal governments and failure to resolve tariff and coal pricing issues.

He said that the government had entered into joint ventures with Engro Group, China based Global Mining Company and others in four blocks of Thar. In addition to these, the provincial government has created Sindh Coal Development Fund with PKR 5,000 million for injecting its share of equity.

Mr Soomro said that for financing, a joint venture project has been included in the list of projects under the Pakistan and China Energy Working Group which will meet on April 15th 2012.

He said that work had started on a transmission line and constructing other infrastructure, including roads. About constructing railway lines in Thar Pakistan Railways in collaboration with the Thar Coal and Energy Board had given task to Pakistan Advisory Consultancy Services, a subsidiary of railways, to conduct a feasibility study for laying railway tracks up to the Thar coal field.

He added that an amount of PKR 21.9 million has been allocated in the budget. The government had already declared the Thar coal field as a special economic zone and a project of national security.

CBI survey in Janardhana Reddys mine

The Central Bureau of Investigation conducted a survey on Thursday in former minister and mining baron Janardhana Reddy’s Associated Mining Company based on the alleged transportation of 320,000 tonnes of iron ore in five days (March 18-23, 2010).

A team headed by CBI Superintendent of Police Subramanya Rao conducted the survey along with a group of engineers from Singareni Coal Mines, Andhra Pradesh. Apparently, the CBI official arrived at Hospet on Wednesday night and had surveyed the mining areas under AMC on Thursday.

Recently, the CBI collected information from the Department of Mines and Geology about illegal mining. Based on this information, the CBI conducted the survey.

The CBI team along with Reddy’s close aide and personnel assistant Mehfuz Ali Khan, visited the stock yards in Hospet and Sandur. On Thursday, the CBI with the help Department of Mines and Geology and forest department officials surveyed the area till evening.

Iron ore ship rents fall to 12 month low

Returns for Capesize ships that haul commodities including iron ore and coal plunged to the lowest in 12 months as Chinese steel production slows and raw material prices fall.

According to the Baltic Exchange, a London based provider of freight costs on 29 dry bulk routes, daily returns for Capesize vessels fell to USD 4,881 on March 20th 2101. That’s the lowest price since March 2 last year.

Oslo based investment bank RS Platou Markets AS said that “A full blown recovery to match our yearly average target of USD 13,000 a day remains an uphill battle.”

Capesizes are the largest vessels in the Baltic Dry Index, a broader measure of costs to transport commodities. The gauge advanced for a 19th session, the longest winning streak since it rose for 23 days in June 2009. The index rose 0.6% to 884 as charter rates for three of the smaller ship classes tracked increased, figures from the exchange showed.

Panamaxes, the biggest ships that can navigate the Panama Canal, advanced 1.4% to USD 8,037, the longest winning streak in five months, according to the exchange. Supramaxes, about 25% smaller, added 2.7% to USD 10,340. Handysizes, the smallest ships in the index, rose 1.7% to USD 7,915, the highest rate in more than nine weeks.

Bellzone Mining starts iron ore production in Guinea

Iron ore production and stockpiling at Bellzone Mining's Forécariah joint venture project in Guinea has begun following the maiden blast on the Yomboyeli Central ore body on March 22nd 2012.

The maiden blast consisted of 213 holes and it is anticipated that this will provide more than 30,000 tonnes of run of mine (ore for processing through the installed crushing and screening plants.

The maiden blast has provided a data set that can be analysed and the blasting process will be evaluated and refined on an ongoing basis to ensure production is maximised over time.

The initial tonnes will be used for wet commissioning of the crushing and screening plants and will be stockpiled as product at the mine site ahead of haulage to the port, pending the issue of the mining permit by the government of Guinea.

When the permit is received, the product will be trucked to the port and stockpiled in preparation for barge loading, which is anticipated to be by the end of April.

Production operations will be progressively ramped up to achieve the design capacity of 4 million tonne per annum over a six month period, with first shipment scheduled for early June 2012.

Steam coal prices stable as China growth worries weigh

Reuters reported that prices of prompt physical steam coal were largely unchanged again on Tuesday with coal lacking clear direction from fundamentals but macro factors such as China growth worries could start to erode prices, utilities and traders said.

PRICES

A May South African cargo was bid at USD 103.50 and offered at USD 104.25, unchanged.

A June South African cargo was bid at USD 104.50.

An April DES ARA cargo was bid at USD 90.00 and offered at USD 96.00, down USD 3.00 on the bid but unchanged on the offer

A May DES ARA cargo was bid at USD 95.00 and offered at USD 98.50, little changed

Bids and offers were again too far apart to trade and both buyers and sellers were uncertain of the market's strength.

No fresh trades were reported.

One European trader said “Everybody's trying to figure out how to make money in this market, which is barely moving, so for some to make a slim margin on U.S. coal to Asia is better than nothing or almost nothing.”

They said “More fixed price trades, a term contract settlement price between Australian producers and Japanese utilities and some resumption of Chinese buying would give the market a sharper picture of coal's value.”

The fundamental situation in the coal market has not significantly changed for months, Societe Generale said in a research note on Tuesday.

Global coal prices are heavily dependent upon whether China imports on a large scale or not and this in turn depends on whether domestic coal is cheaper than imports.

ArcelorMittal Liberia reaches 1 million tonne iron ore mark

ArcelorMittal announced the shipment of the 1 millionth tonne of DSO iron ore from its Liberia mining operations.

The vessel will sail from the Buchanan terminal to its customer in China.

Production has been operating at an annualized rate of 4 million tonne per annum since late 2011 and the company is now in commercial ramp up phase with trials cargoes being dispatched to global steel mills.

Mr Rajesh Goel CEO for ArcelorMittal Liberia said “It gives me great pleasure to announce the first one million tons ore shipment from Liberia. We are only at the beginning of our operational development in Liberia which includes significant growth plans in cooperation with the Liberian government and our local communities.”

Prior to commencing mining in Liberia, ArcelorMittal invested USD 800 USD in the rehabilitation of the railroad, port, and infrastructure around the mine in Yekepa, while building its in country capacity.

China coal prices may ease further and boon for power

Reuters quoted a top Chinese power company executive said China thermal coal prices are likely to ease further this year as the country economic growth slows, a good sign for the world second largest power industry.

Mr Wang Yu Jun chief executive officer of state run power producer China Resources Power Holdings Co Ltd said spot thermal coal prices in China have fallen sharply and the trend would continue as demand weakens.

He said that China benchmark spot coal prices with a heating value of 5,500 kilocalories per kilogram have declined to the current CNY 765 per tonne from more than CNY 800 at the end of last year.

He added that "It is mainly because China GDP growth has slowed substantially since the last quarter. We believe coal prices will fall this year."

Mr Wang said "If this year's GDP growth is in line with what the government has just forecast, I think this year's fall in coal prices will be rather big."

Chinese Premier Mr Wen Jiabao announced earlier this month that the government had cut the nation growth target to 7.5% for 2012 versus the longstanding goal of 8% annual growth in a move anticipated by investors expecting more focus on economic rebalancing and defusing price pressures.

A coal price fall will be boon to China power sector, which predominantly relies on coal for generation and cannot freely pass on fuel costs to end-users.

Export of iron ore through MMTC

Mr Jyotiraditya M Scindia minister of state for commerce and industry, said that under the extant Foreign Trade Policy, export of iron ore with Fe content 64% and above (except iron ore of Goa & Redi origin) is under the State Trading Regime through MMTC Limited.

However, the feasibility of nodal agency operation, as an interim measure, to cover exports of most grades of iron ore as an accounting procedure is under examination, to enforce legitimacy and tighter regulation of iron-ore exports and compliance with mining regulations. Procedures for end-to end monitoring of mineral movement (from mining stage to end-use/export) and mandatory registration of and reporting by all stakeholders would help to establish the traceability of the ore thereby ensuring that it is sourced through legal mining operations.

To ensure domestic availability of iron ore, Government has raised the ad-valorem export duty on iron ore lumps and fines to 30% and imposed differential railway freight on iron ore meant for export.

Indonesia forces miners into new deals

BHP Billiton and Newcrest will be forced to renegotiate their long standing mining leases under controversial new divestment laws in Indonesia.

A senior official in Indonesia's Department of Mines and Energy has confirmed that all companies without exception, must implement the new policy under which foreigners cannot own more than 49% of a mining project in the country.

But the details of the divestment for projects operating under existing contracts are subject to negotiation.

The regulation, which was signed by the Indonesian President, Susilo Bambang Yudhoyono, last month but only published last week, has caused turmoil in the global mining industry as companies that have billions in assets try to work out what it means.

The divestment must start taking place after a mine has been in production for five years, and be complete after 10 years.

BHP and Newcrest have both stated recently that they expect to be unaffected by the new rules, despite holding majority stakes in Indonesia's Indomet and Gosowong mines respectively.

But Mr Sujatmiko a senior adviser to Thamrin Sihite, the director-general of mines and energy, told BusinessDay that even existing miners working under older leases, called contracts of work, would be required to divest.

Mr Sujatmiko said that "In the case of contract of work like PT Nusa Halmahera Minerals [Newcrest's Gosowong project] and Coal Contract of Work like Indomet Project-BHP group, applying [the law] will depends on result of renegotiation between Government and company.”

"To adjust those contracts, government and companies [are] doing renegotiation now and agreement hasn't happened between both parties to date."

Transnet delivers wagons to Mozambique

Public Enterprises Minister Malusi Gigaba marked the shipping of the last 98 of the 200 wagons and spare parts designed, engineered and manufactured in Transnet Rail Engineering's facility in Uitenhage, Eastern Cape.

The wagons, which were built for global mining giant Rio Tinto, will be carrying coal from the company's coking coal mine at Moatize in Mozambique's Tete province to the port of Beira.

The wagons and two containers with spare parts were railed from Transnet Rail Engineering's Wagon Business at Uitenhage about 23km from Port Elizabeth to the Port Elizabeth harbour where they were loaded on the MV Thorco Sunrise SW cargo vessel, which departs for Mozambique on Friday.

Gigaba said that "This is a particularly proud moment for us not only because of the significance of this achievement but because of the stringent standards we imposed on ourselves to satisfy our customer. The design, development, prototyping, industrialization and starting production of this new wagon were accomplished in less than five months an impressive lead time by any international standards."

In line with Transnet's commitment to the competitive supplier development program, 85% of the raw materials and components used to manufacture the wagons were sourced locally or built in-house. Only the draw gear and a few specialized components were imported.

Chief executive Brian Molefe said that "A total service solution is key to our customer satisfaction strategy. For this reason and to maximize the life-cycle of the wagons and to ensure a low total cost of ownership, we will be sending our experts to train and supervise local staff in the maintenance of these wagons in Mozambique.”

The wagon business at Uitenhage specializes in manufacturing, conversion, heavy repair and upgrading of railway wagons for domestic fleets. It supplies wagons to the east coast intermodal operators of Tanzania and the west coast mines of Ghana.

Vale to reopen Carajas iron ore rail track

Bloomberg reported that Vale SA said that it will reopen operations at a railroad that transports production from the world’s largest iron ore mine after an accident lowered shipments by 300,000 tonnes.

It said “Vale has taken all the necessary measures to restore the railway traffic.”

Vale said “Traffic at the Carajas railroad in northern Brazil will resume and the expected iron ore shipment loss is relatively small. The company may be able to offset the loss by increasing shipments from other ports such as Tubarao, Ilha de Guaiba and Itaguai.”

Vale shut the Carajas railroad after part of a bridge it was building next to the railroad collapsed March 16 when 7 workers suffered light injuries.

The railroad links the Carajas mine with the Ponta da Madeira port in Brazil’s northeastern state of Maranhao, from which Vale exports iron ore to clients as far away as Asia. Vale produced a record 109.8 million tonnes of iron ore in Carajas last year, or about 34% of its total output.

Resource super profit tax - Australian miners unhappy

The Association of Mining and Exploration Companies, which represents small and mid tier miners, condemned the tax.

Association chief executive Mr Simon Bennison said “The tax is simply unfair to smaller emerging miners, and is so complex that the administrative and compliance burden on industry and government will be extreme. “The introduction of this anti-competitive legislation in Australia will only further push investment capital offshore, and change our reputation as a safe place in which to invest.”

More coal imports likely following duty reduction

Seeking to address the coal shortage affecting the power and steel sectors, government has announced a slew of measures for enhancing its availability in the Budget, a development welcomed by Coal India Ltd.

Mr Zohra Chatterji CMD of CIL said that "We welcome the removal of import duty on coal.”

The Coal Ministry is of the view that development would lead to an increase in import of fossil fuel to the country.

While presenting the Budget for 2012-13, Finance Minister Pranab Mukherjee said that "I propose to ease the situation by providing full exemption from basic customs duty and a concessional CVD (Countervailing Duty) of 1% to steam coal for a period of two years till March 31, 2014."

On the proposals, Coal Secretary Mr Alok Perti said that "The exemption will result in increase in import of non-coking coal by around one million tonnes as the prices of the dry fuel would come down.”

The coal ministry had pitched for the reduction in the duty and had even written to the Finance Ministry on the same prior to the budget announcement.

Singareni Collieries Company Ltd CMD S Narsing Rao, however, said the duty exemption would not have much impact on the domestic coal industry.

The government has proposed to remove 5% customs duty on non-coking coal.

According to an official in the state-owned firm, the duty exemption will also result in reducing the demand-supply gap of fossil fuel.

Power sector is one of the main consumers of non coking coal and nearly two third of the electricity generation in the country is coal based.

The power sector is likely to miss the non-coking coal import target of 55 million tonnes for the current fiscal as companies have imported only 30 million tonnes till December.

Supply shortage continues in Karnataka

Business Standard reported that the postponement of the Supreme Court verdict on illegal mining in Karnataka has put steel producers in a quandary as most of them have already cut production because only low grade iron ore is available from the E auctions of the Metal Scrap Trading Company.

The Supreme Court said that the three judges hearing the case will not be available for hearing on March 16. Last month, the apex court had adjourned the hearing on the case by two weeks to enable the Central Empowered Committee to hear the responses of the affected companies and the State Government.

Mr Seshagiri Rao joint MD of JSW Steel said the company has to cut down its capacity utilization to 70 per cent in February against 90% in January due to poor quality of iron ore being supplied by Metal Scrap.

He added that “We have about three to four million tonnes of iron ore stockpile left with us. The question now is whether we should be using it. Use of low grade iron ore is taking a heavy toll on our furnace.”

He added that “Unlike coal, iron ore cannot be imported as it will be unaffordable. The costs will increase substantially even if we have to source it from other states. Even if the Court allows opening up new mines in the state, it will take at least two to three months to start mining.”

Karnataka produces 16 million tonnes annually of iron and steel, constituting about 24% of the country's production of 66 million tonnes annually. Karnataka also supplies iron ore to companies located outside the State.

SA bulk export volumes dropped by 21.2pct MoM in February

Transnet National Ports Authority data showed on March 13th 2012 that SA's bulk export volumes dropped by 21.2% MoM in February 2012 from January 2012 as mostly iron ore exports out of Saldanha slumped by 48.6% MoM to 2,571,174 tonnes.

Although 2012 is a leap year, there were still only 29 days in February 2012 compared with 31 days in January 2012, so ports had 6.5% less time to load goods. That is why the YoY comparison makes more sense, but weather can also disrupt port operations such as the recent Cyclone Irina.

The YoY change in February 2012 was a 9.4% drop to 10.651 million tonnes after January's 28.1% YoY surge to 13.513 tonnes. The high YoY growth rate is in part due to poor weather in January 2011 that disrupted port operations.

Bulk exports rose by 6.6% in 2011 to a record 141.493 tonnes after a 9.0% jump in 2010. The YoY increase in the first two months of 2012 was 8.3%.

The slower growth last year was in part due to weather related disruptions as well as cable theft on the Mpumalanga Richards Bay coal line, which has resulted in derailments and other disruptions to traffic.

The coal line was closed for 20 days in May and June 2011 to do necessary maintenance and in October exports out of Richards Bay exceeded 8 million tonnes or an annualized 96 million tonnes, but this eased to 7.3 million tonnes in November 2011 before rising to 7.5 million tonnes in December 2011 and 7.7 million tonnes or an annualized 92 million tonnes in January 2012. In February 2012 Richards Bay shipped 7 million tonnes and shipments for the first two months are up 22.8% YoY.

In 2011, shipments out of Richards Bay, which are mostly coal, disappointed with a 1.4% rise to 76 million tonnes in 2011, while mostly iron ore shipments out of Saldanha Bay increased by 12.3% to 53.3 Mt. In January 2012 the y/y increases were 34.4% and 25.0% respectively, indicating that demand for these commodities remains very strong despite the global growth concerns.

The star performer last year was agricultural and manganese exports out of the other South African ports, such as Durban and Port Elizabeth, which jumped by 18.7% to 12.2 million tonnes, but in January 2012 there was a small 1.8% YoY decline to 0.8 million tonnes, while February 2012 saw a larger 8.5% YoY decline.

The majority of bulk exports go to Asia as China, India and Japan require South African coal and iron ore to feed their steel mills and thermal coal power stations.

As nuclear power stations in Japan have reduced their output after the March 2011 earthquake, Japan requires more coal to burn in their thermal power stations.

Thermal power maintenance market expands

The Saudi Gazette reported that rising electricity demand and new installations in Asia Pacific and Middle East markets stimulate thermal power maintenance market to 2020.

GBI Research, a leading business intelligence provider, said in its study that the global maintenance services market generated revenue of USD 15,552.5 million in 2011, 2.3% growth from the 2008 revenue of USD 14,623.1 million.

The coal fired power plant segment contributed the majority share of 62% to the total thermal power maintenance market with revenue from this segment amounting to USD 9,666.8 million in 2011. The gas fired power plants segment contributed a share of 32% in 2011 with revenue contribution of USD 5,017.3 million.

The oil plants segment contributed the remaining share of 6 percent with a total revenue contribution of USD 868.1 million in 2011. The maintenance services market is largely driven by electricity demand and the aging power infrastructure leading to increased demand for maintenance services.

China iron ore imports in Feb up by 34pct YoY

China Knowledge quoted according to the latest statistics released by the General Administration of Customs said China, the world largest iron ore importer and steel maker saw its iron ore import surged 33.6%YoY to 64.98 million tonnes in February this year.

The iron ore imports last month reflected a 9.5% increase from the previous month. In the first two months of this year, the country iron imports rose 5.7%YoY to 124.26 million tonnes.

The average import price of iron ore dropped 12.9%YoY to USD 136.4 per tonne in two-month period.

According to figures from the China Iron and Steel Association the 80 large and medium sized steel enterprises in China suffered a loss of CNY 2.32 billion in January this year whereas they made profit of CNY 7.91 billion in the same month of last year.

South African Coal prices fall to lowest level in three months

Bloomberg reported that coal export prices at South Africa Richards Bay, the continent biggest terminal for shipping the fuel fell to their lowest level in three months.

According to IHS McCloskey data on Bloomberg prices declined 50 cents or 0.5% to USD 103.85 per tonne in the week ended March 9, the least since December 16.

The price is quoted on a free-on-board basis, which excludes delivery costs.

Mozambique issues coal prospecting licenses

Bloomberg citing Mr Eduardo Alexandre National Mines Director as saying that Vale SA and Rio Tinto Plc are among the recipients of 20 coal prospecting licences issued by Mozambique for the Maniamba basin in northwestern Niassa province.

Mr Alexandre said the Maniamba basin covers 4,000 square kilometers and studies carried out so far have covered 870 square kilometres. He said that the government is working on a coal transportation system connecting the province.

Coking coal in US spot market falls

Bloomberg quoted Energy Publishing as saying that metallurgical coal prices on the US spot market fell last week because of slack demand.

According to Energy Publishing low volatility coal decreased USD 3.87 or 1.9% to USD 201.13 a ton and high volatility coal dropped USD 1.75 or 0.9% to USD 187.50.

The data provider wrote in a weekly report that “Price sentiment hasn’t collapsed on the buy or on the sell side, though it has gotten more bearish.”

Energy Publishing says it surveys buyers and sellers of coal to determine pricing.

Ethiopia to Partner with Progress Gulf to import coal

It is reported that Ethiopia petroleum enterprise is negotiating with delegates of Progress Gulf to import 25,000 tons of anthracite coal for use in smaller cement factories with vertical furnaces.

The shipment is expected to cost an estimated USD 4.2 million to supply a portion of the 360,000 tons of coal which is the projected annual demand for the small cement plants in the country.

The procedure to procure the coal was conducted by the Ethiopian Petroleum Enterprise, under mandate from the Ministry of Trade, which invited 6 companies to make offers in a closed tender. Progress Gulf won the tender making an offer of 168.4 dollars per ton of anthracite coal according to sources at EPE.

Smaller factories expected to make use of the anthracite coal due to their vertical kilns that make the use of steam coal unfeasible include Abyssinia, CH Clinker, Enchini Medrock, Jemma and Huang Shan.

Reuters reported that prompt physical steam coal prices fell slightly by around 25 cents a tonne on Friday as buyers pulled back and in line with weaker oil values. Brent crude fell 57 cents to USD 124.77 a barrel on Friday after key US jobs data beat expectations, lifting the dollar broadly to multi month highs against other currencies.

Xstrata is seeking at least USD 120 and hoping for USD 125, a level which may be unattainable with spot prices considerably below that.

FOB Richards Bay prices have come under less pressure because supply remains tight and stockpiles low but South African prices have followed the general trend down since the start of the year.

Coking coal prices for April to June quarter down by 12pct QoQ

Nikkei reported that Japanese steelmakers have reached an agreement with two major suppliers that cuts the prices of coking coal shipped in the April to June period to USD 206 per tonne, roughly 12% lower than in the January to March quarter.

As per report, Canada's Teck Resources Ltd and Rio Tinto Plc signed on to the deal, but Anglo American Plc is believed to be holding out for USD 210 a tonne.

The April to June 2012 price is down some 40% from the same period last year, when coking coal hit a record USD 330 dollars per tonne after winter rains temporarily halted shipments from eastern Australia. Since then, Australian shipments have resumed and steel production has declined due to worldwide economic uncertainties.

Companies may lose licence for going slow on coal blocks

ET reported that TATA Power, Reliance Power, ArcelorMittal, Jindal Steel and Power and Monnet Ispat & Energy are among 60 companies that face risk of cancellation of mining licenses for being slow in exploration of coal blocks.

A review committee headed by coal ministry's additional secretary Ms Zohra Chatterjee has recommended issuing 'show-cause notices' for 58 blocks asking for reasons why mining licenses should not be revoked. A coal ministry official said appropriate action would be initiated against companies that are not able to justify the delay.

The official said that "We are reviewing allotment to non-serious companies that are simply sitting on the blocks. Some allottees are yet to start any activities on the site. Some blocks are delayed due to problems in land acquisition, delayed regulatory clearances, local agitation and law and order issues.”

The companies include Hindalco Industries, TATA Sponge, Electro Steel Casting, MMTC, National Aluminium Co Ltd and power and mining utilities of Jharkhand, Orissa, Andhra Pradesh, Chhattisgarh, Madhya Pradesh and Tamil Nadu.

Coal ministry's latest review found that only 29 of 195 allotted coal blocks have started production while progress at 90 blocks was found dissatisfactory as critical milestones like acquisition of land, forest clearances and execution of mining lease were not achieved for various reasons.

Captive mines are expected to generate just about 36 million tonnes by this fiscal against targeted 81 million tonnes, scaled down from 104 million tonnes after mid-term review by the Planning Commission.

Caution notices will be issued to about 28 companies, including National Thermal Power Corporation, Steel Authority of India, Jai Prakash Associates, Jindal Steel & Power and GVK Power, for slow progress at 32 blocks.

The committee has also advised owners of another 58 blocks to follow up aggressively with the environment ministry for securing clearances. The committee also recommended de-allocation of two lignite blocks.

The government has till date revoked mining licenses for 23 captive coal blocks that were later allotted to Coal India Ltd.

Euro coal prices rise slightly with oil

Reuters reported that prompt physical coal prices rose slightly by 20 to 75 US cents a tonne on Wednesday with stronger oil and the euro's gains but activity was muted and no fresh physical trades were reported.

Portugal's EDP is tendering for several cargoes of US or Colombian coal for 2012 delivery and is expected to award by early next week but otherwise end-user buying has been quiet and below the radar, suppliers said.

Utility traders continue to quietly shed unwanted cargoes still arriving into Europe and there is limited buying of prompt material to store until Q4 to take advantage of the current contango.

There might be more stockpile space available at terminals in ARA during the spring months for leasing by traders and banks which are not usual terminal customers but this would depend on what the utilities themselves need.

Xstrata Coal to acquire Sukunka Hard Coking Coal Deposit

Xstrata Coal has agreed to acquire the Sukunka hard coking coal deposit from Talisman Energy Inc for USD 500 million in cash, subject to customary conditions.

Sukunka is located in the Peace River Coalfield of northern British Columbia, contiguous with First Coal Corporation and Lossan tenements acquired by Xstrata Coal in August and October 2011 respectively.

Sukunka has an NI 43-101 compliant coal resource of 236 million tonnes in the Measured and Indicated categories. Norwest Corporation has completed a pre-feasibility study for a longwall mine producing hard coking coal. Xstrata Coal’s technical studies indicate the potential to realise further value from the resource.

Mr Peter Freyberg CEO of Xstrata Coal said that “Based on our due diligence and technical analysis, Sukunka has the potential to be a high quality metallurgical coal mine. Once developed, Sukunka would meaningfully increase our exposure to hard coking coal, while unlocking synergies with our neighbouring assets in the Peace River coalfield and providing additional regional scale.”

Presence of iron ore in Atrai in Bangladesh - Report

Experts of Barapukuria Coal Mine Company Ltd and Hajee Danesh Science and Technology University in Dinajpur have primarily detected the presence of iron ore in Atrai riverbed at Guliyara village in Khansama upazila under the district.

Dr Shahadat Hossain Khan professor of soil science department of HSTU, engineer Quamruzzaman, managing director of Barapukuria Coal Mine Company Ltd, Mir Mohammad Abdul Hannan, deputy general manager (Geology) of BCMCL, visited the spot on Monday afternoon.

The experts, who observed the site for an hour, told this correspondent yesterday that their primary observation suggests presence of iron ore in Atrai riverbed.

They said that however, geological survey is required to determine the presence and quantity of iron ore in the riverbed and underground and mark the area, they said.

Dr Shahadat Hossain Khan said that "Our primary observation suggests that the 'iron ore' area is not big.”

Dr Shahadat, who visited the area earlier, collected sample from Atrai riverbed and conducted a laboratory test at HSTU. The test detected presence of iron at the sample. He said that "But we are yet to ascertain the rate of iron ore there.”

Mir Mohammad Abdul Hannan a geologist of BCMCL said that "To me it seems that the iron ore found in the bed of Atrai River was transported with the incoming water flow from places in Nepal and India."

Mr Quamruzzaman MD of BCMCL said that "The presence of iron ore in the area is obvious. But we need more tests to be sure and to determine the percentage of iron there. I will discuss the matter with officials of Geological Survey of Bangladesh within a few days."

Curious people started thronging the area after hearing that 'iron-like' stones were found in the bed of Atrai River three weeks ago.

Indonesia's Coal sector can benefit from clearer regulations - Fitch Ratings

Fitch Ratings says Indonesia's coal mining sector should continue to see strong growth prospects but can benefit from clearer and more predictable regulations.

"Fitch expects medium term demand supply dynamics for thermal coal to remain well balanced, leading to healthy prices and strong operational cash flows for Indonesian coal miners," says Shahim Zubair, Associate Director in Fitch's Asia-Pacific Energy & Utilities team. Low production costs are a major advantage for Indonesian coal producers.

In a special report, Fitch notes that the regulatory environment of the Indonesian coal industry is in a state of transition. Further clarity is required on certain major aspects, including the proposed ban on low-rank coal exports. If implemented, the ban can hit certain operators who have significant reserves in low-rank coal. Most of the large coal miners in Indonesia are export-oriented and their coal reserves are either below or marginally above this threshold.

"It is a tough act to balance the health of the industry against long-term domestic energy security of Indonesia" says Mr Zubair. "Fitch believes that Indonesia will take a pragmatic approach to industry regulations as failing to do so can have negative consequences for the sector in the long-run."

Fitch notes the sector's rapid expansion of production and acquisition of coal reserves. A number of operators have acquired, and will continue to acquire, green-field projects which generally entail higher operational and financial risks. However, as long as risks associated with such projects are sufficiently addressed and green-field project development exposure contained, these do not necessarily pose a significant threat to credit profiles.

Credit profiles of Indonesian coal miners remain sub-investment grade, owing to limited mine site diversification, evolving mining regulations, debt-funded expansion and, in some instances, corporate governance issues.

Coking coal futures to list this year in China

Xinhua quoted Mr Liu Xingqiang, general manager with the Dalian Commodity Exchange as saying that China is preparing to launch coking coal futures this year as well as planning to introduce more futures contracts for farm products.

Mr Liu said on the sidelines of the annual session of the National People Congress, China top legislature that coking coal futures will be listed on the DCE and are now awaiting regulatory approval.

He said that the coking coal futures, together with coke futures that were launched last year will help both steel mills and coal producers enhance risk management in seeking further development.

Mr Liu revealed that the DCE is mulling listing iron ore futures, but the exact timetable would require research and more favorable conditions. He said that "This would allow China to win more say in the international iron ore market."

Mr Liu added that the DCE is also hoping to see the listing of more agricultural commodities, including live pigs and eggs. He said that introducing futures contracts for more farm produce will help Chinese farmers and agricultural enterprises hedge risks against price fluctuations and stabilize their profits.

He also said China has only launched futures contracts for 13 agricultural commodities, a great potential in developing farm produce futures.

Indonesia tightens mining law to limit foreign ownership

Under new rules announced on the energy ministry's website, Indonesia will force foreign firms to sell down stakes in mines by the 10th year of production and increase domestic ownership to at least 51%.

The Indonesian Government recently issued Government Regulation No.24 of 2012 which amended Government Regulation No.23 of 2010 on the Implementation of Minerals and Coal Mining Activities (GR 24/2012). In brief Government regulation No. 24 of 2012 issued on 21 February 2012
1. Implements divestment requirements for foreign investors in Indonesian mining projects.
2. The prohibition on transfer of Indonesian mining licenses (IUPs) has been overturned (with limitations).

The significant change brought about by GR 24/2012 is a requirement for foreign investors in the Indonesian mining sector to divest a minimum of 51 per cent of the equity in the mining licence (IUP) holding entity by the tenth year of production, in accordance with a divestment schedule. This requirement applies to IUP licence holders with any level of foreign shareholding.

Five years after the commencement of production, a foreign IUP Holder is required to divest shares in accordance with the divestment schedule set out below so that at the end of the tenth year a minimum of 51 per cent of the shares in the PMA IUP holder are owned by an Indonesian Participant.

The following types of entity comprise an ‘Indonesian Participant’ for the purposes of GR 24/2012
1. The central government
2. The provincial, regency or municipal government
3. SOE or a Regional Owned Enterprise (ROE)
4. A private national business entity

The divestment shares are to be offered to entities in the order of priority listed above by way of auction.

Divestment schedule
The shareholding percentage of the foreign shareholder for each year after the fifth year of production must divested in accordance with the divestment schedule below:
1. 20% (of total) on the sixth year of production
2. 30% on the seventh year
3. 37% on the eighth year
4. 44% on the ninth year
5. 51% on the tenth year

Transfer of IUP
Prior to the issuance of GR24/2012, IUPs could not be transferred or assigned from one entity to another. GR24/2012 provides that an IUP may be transferred to another entity on the basis that the transferor holds a minimum of 51 per cent of the shares in the assignee.

Rio Tinto to spend $2 billion in Orissa iron ore mining project

New Delhi : Australian mining major Rio Tinto is planning to invest around $2 billion (Rs 9,886 crore) in setting up a major iron ore mining project in Orissa. The investment, largest so far by the miner in India, would help it establish a strong foothold in the country’s mining space.

“It is a $2-billion project. We expect ramping up the project’s capacity quickly to 15 million tonnes per annum (mtpa) to cater to clients ,” Sam Walsh, chief executive of Rio Tinto’s iron ore division said during a press conference. Walsh is part of a group of chief representatives of Australian and Indian companies. The chief executive officers’ (CEOs) forum, that held its meeting today, has been formed to build bilateral economic partnerships across sectors. Total foreign direct investment (FDI) from Australia between April 2000 and December 2011 stood at $486.5 million (Rs 2,402 crore), a mere 0.3 per cent of the country's total FDI flows, according to the commerce ministry's data.

While Walsh did not share details of the project, he said the company has applied for mining approvals with the state government. Rio Tinto has 51 per cent stake in a joint venture (JV) it holds with the state government-owned Orissa Mining Corporation (OMC) to develop iron ore deposits in Keonjhar district. OMC has a 44 per cent stake in the JV while the rest is held by India’s state-owned miner NMDC Ltd.
According to the initial plan, the JV called Rio Tinto Orissa Mining Company, set up in 1995, had plans to build supporting infrastructure of rail links and port capacity. Walsh said the project would be commissioned as soon as the “government approvals” are received.

The CEO forum also indicted on plans to raise the concerns of Australian companies over the proposals of the new Indian mining legislation being worked out by the government. A Bill to revive the mining sector, that proposes mandatory sharing of royalty with locals, is currently pending in the Indian Parliament.

“The issues of infrastructure bottlenecks in mineral trade with Australia will also be put up before the government,” said Naveen Jindal, a Congress Member of Parliament and Chairman of Jindal Steel and Power Ltd during the press briefing of the CEO Forum organised by industry chamber Ficci. Jindal is the Indian co-chair of the forum. Taking up the issue of facilitating temporary entry of skilled labour and professionals into Australia is also on the agenda.

Xstrata, Japan annual coal contract talks seen next week

PERTH/TOKYO, (Reuters) - Annual negotiations between Japanese utilities and Australian coal producers for the Asian benchmark thermal coal contract starting on April 1 are expected to begin next week when Xstrata's lead negotiator is expected in Japan.

The annual contract prices are set by mining major Xstrata Coal, the world's largest exporter of power-station coal, and large Japanese utilities including Tokyo Electric Power Co (TEPCO), Tohoku Electric Power Co Inc and Chubu Electric.

"I understand Xstrata may send a proposal by email later this week," a Sydney-based broker said, adding that Xstrata would then send its negotiator to Japan for talks next week.

The annual negotiations often drag on for weeks, beginning with preliminary talks, which have already got going, and include meetings in both Australia and Japan.

This year, with TEPCO still recovering from the blows dealt to its business from last year's earthquake and tsunami, Tohoku Electric is expected to act as lead negotiator.

Demand for coal from Japan is likely to recover this year after falling sharply since March last year, when the earthquake and tsunami damaged some coal-fired power plants and infrastructure.

"In Japan, almost one year has passed since the disaster and a steady recovery means the capacity (for coal) has been much more," the Sydney broker said.

In February, Japanese power demand rose for the first time since last year's earthquake after colder weather temporarily caused a spike in heating demand.

Still, with coal prices globally weaker, Xstrata and other Australian producers are likely to have to settle the 2012 contract at a price below the record of $130 per tonne set last year, market sources said, with most expecting the final settlement price to be in the $115-$120 per tonne range.

"Over $120 per tonne seems challenging. Shippers have all been very bullish on the price," the broker said.

STABLE SUPPLIES KEY

The annual contract price is usually struck around spot price levels, which have been falling in recent weeks. On Friday, the globalCOAL index for Newcastle coal settled at $111.07 per tonne, down $5.48 from the previous week.

Japanese utilities settled their annual coal contract beginning on Jan. 1, which represents about 10 to 15 percent of Japan's annual imports, for about $115 per tonne. The April contract, the largest of the year, represents 30 percent of yearly thermal coal imports.

The relatively low globalCOAL index price may help Japanese utilities put pressure on the final annual contract price.

"The Japanese are saying prices are inflated as it is, let alone above the index," one Sydney-based market source said, but added that Japanese utilities are a relatively captive market.

Japanese environmental regulations require coal-fired plants to minimise their emissions, making higher quality Australian coal a better option.

Supply security, especially in light of last year's nuclear disaster in Japan, has become paramount, a Japanese utility source said.

"The importance of stable supplies have become more prominent than ever at a time the utilities cannot restart nuclear reactors. So it is not a time, I think, where they would make big changes in (their purchase volumes)," the source said.

Rain disruptions to production in Australia's Hunter Valley may also support prices, market players said.

"Long term, I think Xstrata's pretty tight on that good-quality coal. I think that is why they are not rushing," another Sydney-based source said.

अजमेर.पटवारी परीक्षा परिणाम में हुई गड़बड़ियों को लेकर हाईकोर्ट के निर्देश और अभ्यर्थियों की शिकायत के बाद राजस्व मंडल प्रशासन ने सोमवार को संशोधित उत्तर कुंजी (आंसर की) सार्वजनिक कर दी है। यह उत्तर कुंजी राजस्व मंडल और सभी जिला कलेक्टर्स की वेबसाइट पर सोमवार को उपलब्ध करा दी गई है।

मंडल प्रशासन का कहना है कि जरूरी हुआ तो पूरा संशोधित परिणाम जारी किया जाएगा। इसके साथ ही राजस्व मंडल की ओर से जारी सूचना में कहा गया है कि अगर किसी अभ्यर्थी को उत्तर कुंजी के उत्तर पर आपत्ति हो तो सप्रमाण अपना अभ्यावेदन या अर्जी, 16 मार्च सांय छह बजे तक संबंधित जिला कलेक्ट्रेट या राजस्व मंडल में प्रस्तुत कर सकते हैं।

यानी हरेक अभ्यर्थी को पहले तो यह मालूम करना होगा कि उसके कौनसे ऐसे उत्तर है जो सही होने के बावजूद गलत करार दिए गए हैं और इसके बाद उसे इसमें सुधार के लिए अर्जी देनी पड़ेगी। मंडल सचिव की ओर से जारी प्रेस नोट में कहा गया है कि अभ्यर्थी को उत्तर भिन्न होने के कारण व प्रमाण प्रस्तुत करने होंगे।


जारी सूचना के अनुसार पटवार प्रतियोगी परीक्षा 2011 के परीक्षा परिणाम के संबंध में हाईकोर्ट से प्राप्त आदेश और याचिकाकर्ताओं के अभ्यावेदन व परीक्षार्थियों से प्राप्त प्रार्थना पत्रों को दृष्टिगत रखते हुए उक्त प्रतियोगिता परीक्षा के राज्य के समस्त प्रश्नों के उत्तरों की एक उच्च स्तरीय विशेषज्ञ समिति से पुनर्जाच करवाई गई थी। इस उच्च स्तरीय समिति ने राज्य के समस्त जिलों के समस्त प्रश्नों के उत्तरों की गहन जांच कर सही उत्तर की संशोधित कुंजी बनाई है। इस संशोधित उत्तर कुंजी को मंडल व कलेक्टर्स की वेबसाइट पर प्रदर्शित किया गया है।

गौरतलब है कि 2363 पद के लिए 25 सितंबर 2011 को हुई इस सीधी भर्ती पटवार प्रतियोगिता में करीब पौने सात लाख अभ्यर्थी शामिल हुए थे। नवंबर में परिणाम जारी हुआ था उसके बाद प्रश्नों व परिणाम में गड़बड़ियों की शिकायतें आना शुरू हो गया था। हाईकोर्ट में भी कई याचिकाएं दायर हुई और इसके बाद मंडल प्रशासन ने विशेषज्ञ समिति गठित कर विवादित प्रश्नों व उत्तरों की जांच कराई थी।

भारी गड़बड़िया सामने आने के बावजूद राजस्व मंडल प्रशासन ने स्वयं के स्तर पर परीक्षा परिणाम को संशोधित कर जारी करने की बजाए अभ्यर्थियों पर ही जिम्मेदारी डाल दी है। यानी जिन अभ्यर्थियों के साथ अन्याय हुआ है, अब उनको ही यह बताना होगा कि उनकी उत्तर पुस्तिका में कौनसा प्रश्न था और उसका उन्होंने जो उत्तर दिया वह सही था व उत्तर कुंजी गलत है।

यहां यह महत्वपूर्ण है कि इस परीक्षा की प्रश्न पुस्तिका अभ्यर्थियों को परीक्षा के बाद नहीं दी गई थी। प्रश्न पुस्तिकाएं परीक्षा केंद्र में ही रखी गई थी। अब अभ्यर्थी को अपने प्रश्न जांचने के लिए सूचना के अधिकार के तहत पहले प्रश्न पुस्तिका की नकल लेनी होगी क्योंकि सभी जिलों में अलग-अलग प्रश्न पुस्तिकाएं थी।

जो अभ्यर्थी सूचना के अधिकार के तहत अपनी प्रश्न और उत्तर पुस्तिका लेते हैं वहीं आवेदन कर पाने की स्थिति में होंगे। इस संबंध में राजस्व मंडल प्रशासन का कहना है कि गलत प्रश्नों को लेकर लगातार अभ्यावेदन मिल रहे हैं, इसलिए उत्तर कुंजी सार्वजनिक कर अभ्यावेदन की अंतिम तिथि 16 मार्च तक की गई है। लेकिन इसका यह अर्थ नहीं है कि जो अभ्यर्थी आवेदन करेंगे उनका ही परिणाम संशोधित होगा। संशोधित उत्तर कुंजी के अनुसार परिणाम संशोधित किया जाएगा।

‘संशोधित उत्तर कुंजी जारी कर दी है। अभ्यर्थियों से आवेदन देने को कहा गया है, इनकी जांच कर संशोधित परिणाम आवश्यकतानुसार जारी किया जाएगा।’

राजस्थान हाईकोर्ट की खंडपीठ ने तृतीय श्रेणी शिक्षक भर्ती प्रक्रिया पर लगी रोक हटाने के आदेश दिए हैं। यह रोक 19 मार्च तक के लिए अंतरिम रूप से हटाई गई है। यह रोक एकलपीठ ने स्वप्रेरित प्रसंज्ञान लेकर शनिवार को लगाई थी। इस आदेश के खिलाफ राज्य सरकार की ओर से अपील दायर की गई थी। सोमवार को न्यायाधीश दिनेश माहेश्वरी व न्यायाधीश सीएम तोतला की खंडपीठ ने यह आदेश दिए। हालांकि, एकलपीठ के समक्ष पूर्व निर्धारित तिथि 13 मार्च को सुनवाई जारी रहेगी।

खंडपीठ में राज्य सरकार की ओर से अतिरिक्त महाधिवक्ता जीआर पूनिया ने कहा कि पंचायतराज विभाग की ओर से 1998 के बाद अब तृतीय श्रेणी भर्ती परीक्षा करवाई जा रही है। इसमें एनसीटीई के प्रावधानों के अनुसार शिक्षक योग्यता परीक्षा (आरटेट) में सफल अभ्यर्थियों को ही प्रवेश दिया जाएगा।

भर्ती परीक्षा जिला परिषदों के माध्यम से जिलेवार करवाई जा रही है। प्रक्रिया पर रोक से भर्ती में विलंब होगा और अभ्यर्थियों में निराशा व्याप्त होगी। इस पर खंडपीठ ने पूछा कि पिछली बार इस परीक्षा को आरपीएससी के माध्यम से कराया गया था, तो इस बार परीक्षा जिला परिषद के माध्यम से जिलेवार क्यों करवाई जा रही है। कुछ अन्य सवाल भी हैं जिनका सरकार व संबंधित विभागों व एजेंसियों को जवाब देना होगा।

खंडपीठ ने कहा कि सरकार की विज्ञप्ति इतनी उलझन भरी है कि कोई भी अदालत इस पर रोक लगा सकती है, लेकिन अभ्यर्थियों को फॉर्म आदि भरने में असुविधा न हो इसलिए एकलपीठ के अंतरिम आदेश पर 19 मार्च तक रोक लगाई जा रही है।

इस दौरान मूल शिकायतकर्ता देवीसिंह के वकील ने इस बार आरटेट नहीं कराई गई है, जिससे करीब 6 लाख अभ्यर्थियों को नुकसान होगा। इस पर खंडपीठ ने कहा कि इस पर एकलपीठ में पूर्व निर्धारित तिथियों पर सुनवाई होगी।

ग्रेड द्वितीय शिक्षक भर्ती परीक्षा: हिंदी और सोशल साइंस का परिणाम आज संभव

अजमेर.राजस्थान लोक सेवा आयोग ने अध्यापक ग्रेड सेकंड (माध्यमिक शिक्षा) परीक्षा 2011 के अंग्रेजी, गणित और विज्ञान विषयों का परिणाम सोमवार रात घोषित कर दिया है। शेष दो विषयों हिंदी और सोशल साइंस के परिणाम मंगलवार को जारी हो सकते हैं। आयोग अभ्यर्थियों के प्राप्तांक और आरक्षित सूची होली बाद जारी करेगा।

आयोग उपसचिव के मुताबिक गणित में 2 हजार 19, विज्ञान में 2 हजार 372 और अंग्रेजी में 2 हजार 370 अभ्यर्थियों की सूची जारी की गई है। कट ऑफ मार्क्‍स जारी कर दिए गए हैं। तीनों विषयों की परीक्षा 7 से 10 दिसंबर 2011 को आयोजित की गई थीं। आयोग द्वारा अस्थाई रूप से चयनित अभ्यर्थियों की वरीयता सूची भी जारी की जा रही है। यह सूची पूर्णतया अस्थाई अनंतिम है। इनकी पात्रता की जांच नहीं की गई है।

अभ्यर्थी आयोग की वेबसाइट से विस्तृत आवेदन पत्र डाउनलोड कर सकेंगे और भरे हुए आवेदन पत्र मय प्रमाण पत्रों के 21 मार्च तक आयोग कार्यालय को अवश्य भेज सकेंगे। आवेदन प्राप्त होने के बाद इनकी पात्रता की जांच की जाएगी। इसके बाद स्पष्ट पाए गए पात्र अभ्यर्थियों के नाम विभाग को नियुक्ति के लिए अभिस्तावित किए जाएंगे।

आयोग की ओर से अभ्यर्थियों के प्राप्तांक और आरक्षित सूची अभी जारी नहीं की गई है। सोशल साइंस और हिंदी के परिणाम घोषित होने के बाद सभी विषयों में उपस्थित समस्त अभ्यर्थियों के प्राप्तांक व आरक्षित सूची आयोग की वेबसाइट पर जारी की जाएगी। अब होली के बाद ही यह सूची जारी होने की संभावना है।
